The Town of Winchester has received a Brownfields Cleanup Grant from the U.S. Environmental Protection Agency (EPA) and intends to hire a qualified firm or team of firms, hereinafter referred to as "Qualified Environmental Professional (QEP)," to conduct environmental services for the Town of Winchester Brownfields program. The Town of Winchester will procure environmental QEP services in accordance with the requirements of the EPA terms and conditions of the Cooperative Agreement. The QEP will be selected according to criteria outlined in this RFP and will provide technical services to the Town of Winchester with respect to the remediation of the former AC Lawrence Tannery Site. Project Description Major lines of effort will include assisting Winchester with managing the cleanup of the site, including management required remediation contractors. Elements generally include: 1. Provide technical assistance to the Town of Winchester including attending meetings of the Board of Selectmen and be available to respond to the questions of Town staff regarding the cleanup process. Provide written status reports to the town. 2. Provide services on cleanup planning, including but not limited to: a. Prepare an updated Remedial Action Plan (RAP)/ Analysis of Brownfields Cleanup Activities (ABCA) appropriate for the site, which will satisfy the requirements in accordance with the State of NH Administrative Rules Env-Or 600 Contaminated Sites Management. This update shall include an updated cost estimate for the remediation. b. Prepare scope of work and cost estimate for review and approval by NHDES and EPA before work begins. Incorporate green and sustainable practices in the reuse scoping and remediation planning scope of work. 3. Conduct remedial activities in accordance with the cleanup plan (i.e. ABCA/RAP). Oversee the work of remedial contractors and any subcontractors. Prepare a Site-Specific Quality Assurance Project Plan (SSQAPP). Oversee concrete slab removal, soil excavation & removal and backfilling and restoration of excavated area with clean fill. 4. Perform post-excavation confirmatory soil sampling to verify the effectiveness of the cleanup efforts and compliance with applicable state soil standards. 5. Prepare specifications and bid documents for the remediation activities and oversee the bid selection process. 6. Apply for any required permits to complete the scope of work/services described herein. 7. Prepare closure reports in accordance with the state and federal requirements. 8. Assist Town with Assessment, Cleanup & Redevelopment Exchange System (ACRES) reporting. 9. Participate in any community engagement/public meeting as requested. The QEP should be prepared to enter into a contract and begin work as soon as possible. It is anticipated that the contracted services as described in this RFP shall be completed by September 30, 2027.
