The City of Victoria has a thriving downtown business district that provides a wide array of uses including retail, restaurant, civic, housing, office and service-oriented businesses. Victoria strategically acquired an approximate 13.5-acre parcel for "Downtown West" development" (DTW) from Three Rivers Park District for the sole purpose of expanding its downtown business district. The property sits at a geographically advantageous location bordered by State Highway 5 to the south, County Road 11 to the west and the 3,700-acre Carver Park Preserve to the north and east. Since acquiring the 13.5-acre parcel more than a decade ago, the City has considered many different plans and concepts relating to the development of the property. A vision was adopted by the City Council in 2019 and reaffirmed by the community in 2023. The city has patiently waited for the development of additional rooftops and alignment of market demand for new downtown development. The City of Victoria believes the time is now right to proceed with the expansion of Downtown Victoria and is seeking proposals for mixed uses for building out DTW that align with the community's vision. To help spark interest within the development community, the City has invested in infrastructure leading to the site with city water and sewer extended to the site's boundaries and reconstruction and realignment of a local street, Stieger Lake Lane, to provide seamless access to the site from downtown and the adjacent state and county road corridors. Additionally, the City of Victoria in partnership with Minnesota Department of Transportation (MnDOT), Carver County, the Minnesota Landscape Arboretum and the Cities of Chanhassen and Chaska are investing more than $148 million over the next 10+ years into improvements to State Highway 5 through Victoria and connecting county and local highways and roadways.
