The Project consists of constructing generators and associated electrical improvements at 25 water system facilities throughout Henderson County. Bids shall be on a lump sum and/or unit price basis, with additive alternate bid items as indicated in the Bid Form. Bidding Documents also may be examined at the office of the County Judge, on Mondays through Fridays between the hours of 8:00 A.M. and 5:00 P.M. Scanned plans and specifications (PDF format) are available for pick-up only on CD for a non-refundable price of $25.00 from KSA. Question Deadline 09/21/2024. Please submit questions for this Project 72 hours prior to bid opening through electronically. Addenda issued will be posted electronically. You will be notified of addenda automatically through email if you obtained your plans and specifications via online. Bidders will be allowed to modify or withdraw bids prior to the scheduled closing time for receipt of bids. No bid received after the scheduled closing time will be accepted or opened. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least 60 calendar days. The successful Bidder, or Bidders, will be required to furnish a Performance Bond and Payment Bond each in the amount of the contract written by a responsible surety company authorized to do business in the State of Texas and satisfactory to the Owner. The award will be made on the basis of the lowest responsible bid. The Owner reserves the right to waive any informality in the bidding and to reject any or all bids. This project is being supported, in whole or in part, by the U.S. Department of the Treasury, in utilizing the U.S. Department of The Treasury Coronavirus State and Local Fiscal Recovery Funds (ARPA) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the Texas Prevailing Wage rates, as issued by the Department of Labor, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Contractors who apply or bid for an award of $100,000 or more shall provide the required certification that it will not and has not used Federal appropriated funds to pay any person or organization for influencing or attempting to influence an officer of employee of any agency, a member of Congress, officer or employee of Congress, or an employee of a member of Congress in connection with obtaining any Federal contract, grant or any other award covered by 31 USC 1352. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids.
