Renovation of a municipal facility in Harrisonburg, Virginia. Completed plans call for the renovation of a municipal facility.

The purpose of this Request for Written Proposals (RFWP) by the City of Harrisonburg, Virginia (City) is to solicit written proposals from interested vendors (Offeror) to provide, replace and install additional security camera equipment, hardware, wiring, and software to upgrade the current video security system for the City's Department of Public Transportation. The new deadline for questions to be submitted is no later than September 12, 2024 at 12:00pm (noon) local time. Certificates of insurance may be emailed to: Purchasing@harrisonburgva.gov. The award of this contract will be made taking into consideration the evaluation criteria, the interview process and the price proposal based on the consensus of the evaluation committee in determining the Offeror that is in the best interest and is most advantageous to the City. Negotiations should be conducted with at least one (1) Offeror. When the terms and conditions of multiple awards are so provided in the Request for Proposal, awards may be made to more than one Offeror. Should the public body determine in writing and in its sole discretion that only one Offeror is fully qualified, or that one Offeror is clearly more highly qualified than the others under consideration, a contract may be negotiated and awarded to that Offeror. The subsequent contract will be a firm-fixed price contract with the final timeline agreed upon between HDPT and Contractor. The Contractor shall have the installation completed within thirty (30) days of beginning the work. A service contract shall be initiated upon successful installation and acceptance. The City will accept a proposed initial service contract term of not more than two (2) years. Upon successful completion of the installation work and the City accepts the work, Contractor shall provide a detailed invoice that shall be payable Net 30 for the installation and equipment. Invoices for service contracts shall be billable annually for not more than one (1) year at a time. The fee(s) will remain firm through the initial service contract term and will include all charges that may be incurred in fulfilling the requirements of this initial contract. The City shall have the option to renew the service contract for up to four (4) additional one (1) year terms. Changes in cost for any renewals will be based on mutual agreement between both parties. For any pricing increases the contractor will need to provide written justification and documentation to support such request (i.e. the percentage change in the current Consumer Price Index for all urban customers (CPI-U)). The contractor shall be responsible for notifying the City, in writing, thirty (30) days prior to the renewal date for any increases for each renewal period. SCOPE OF WORK 3.1. CURRENT SYSTEM CONFIGURATION The City currently has a 10-year-old ExacqVision system. The cameras are 1.3 megapixels with a total of 20 cameras: 19 exterior cameras and 1 interior camera with audio. The dedicated server is new and running Windows Server 2022. Data for the security camera system will be stored on this server. 3.2. MINIMUM REQUIREMENTS 3.2.1. Provide new cameras and new wiring for all new and existing cameras. A total of 31 cameras, 20 exterior and 11 interior (2 of which require audio). 3.2.2. Cameras should be at least 8 megapixels. 3.2.3. Cameras must comply with the Department of Defense list of acceptable cameras. All Hardware and software used in the project needs to be compliant with FCC regulations, Federal Law and the Code of Virginia. 3.2.4. Wire must be shielded CAT 6. 3.2.5. Provide two Network Video Recorder (NVR) with network switch 3.2.6. Video Management Software (VMS) needs to view all cameras in one window from approved desktops. 3.2.7. Camera software must support playback, live, and have exporting capabilities.
