Site work and paving for a civil project in Astoria, Oregon. Completed plans call for site work for a bridge / tunnel; road / highway; for paving for a road / highway; and water / sewer project.

As of October 4,2024, this project has not yet been awarded. The project is expected to be awarded on October 21, 2024. The intent of this contract is to replace 3 segments, of 21" Concrete Cylinder Pipe with 24" HDPE pipe totaling approximately 4,535 linear feet, and replacement of a failing culvert with associated grading improvements. The following is a brief summary of the major elements of Work that are to be provided by theContractor. 1. Limited removal of existing pipes and plugging existing pipes to remain. 2. Installation of new potable water piping (24-inch HDPE) and appurtenances. 3. Connecting to the existing 21” concrete cylinder pipe (CCP) water transmission main by welding of fabricated steel pipe sections. 4. Installation of new manholes and Combination Air Vacuum Valves. 5. Gravel road restoration. 6. Temporary traffic control. 7. Erosion control. 8. Replacement of a failing 12” corrugated metal pipe culvert and associated grading and earthwork improvements. The Bid will be broken into a Base Bid Schedule and Additive Bid Item Schedules as described below, in the Bid Schedule and indicated on the plans. The Base Bid Schedule shall be the minimum scope of work awarded under this contract. The Additive Bid Schedule amount may be awarded in addition to the Base Bid Schedule amount. Base Bid Schedule: All work previously described, but associated only with Site A and Site C. Additive Bid Item 1 Schedule: All work previously described, but associated only with Site B. Project Substantial Completion shall be October 15, 2025 and Project Final Completion shall be November19, 2025. Any bids received after the above specified time will not be considered. The carrier, including the United States Postal Service, is considered an agent of the bidder. Questions regarding the project during the bid period shall be submitted to Cindy Moore, P.E., City of Astoria via phone at (503) 338-5173 or email at engpermits@astoria.gov. All bids must be accompanied by a certified check, a cashier’s check or bid bond in an amount equal to at least 5% of the total bid. This project will be subject to Prevailing Wage Statute ORS 279C.800 to 279C.870. The contract is NOT subject to federal prevailing wage rates under the Davis-Bacon Act (40 U.S.C. 3141 et seq). Prequalification of bidders is required. Forms may be obtained from the Engineering Division Office, 1095 Duane Street, Astoria, OR 97103, (503) 338-5173. Prequalification applications must be received at the above location no less than seven (7) calendar days prior to bid opening .This project requires specific experience, and ALL BIDDERS are required to submit a new PROJECT SPECIFIC PREQUALIFICATION application regardless of existing prequalification status. Required minimum prequalification class(es) of work for the Contractor (or Contractor in combination with proposed subcontractor(s)) for this contract are: Land Clearing Earthwork Reinforced Concrete Structures Water Lines HDPE water line installation utilizing butt fusion techniques Must be able to demonstrate a minimum of 10,000-LF of installed HDPE water pipeline in sizes greater than 12” within the last 10-years. An equivalent variation of size and length of HDPE water pipeline experience will be considered by the City. Field welded steel pipe water line installation Prequalification shall include required field welder certifications and demonstrate two projects including steel pipe installation or the use of fabricated steel pipe fittings to connect to existing steel or concrete cylinder pipe waterlines. Prior to submission of its bid, bidder shall be registered with the Oregon Construction Contractor’s Board as required by ORS 701.055, and thereafter comply with the requirements of ORS 701.035 to 701.055. Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a bid for public works in Oregon. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The opinion of probable construction cost for the Base Bid (Site A+C) is $2,000,000-$2,400,000. The opinion of probable construction cost for the Additive Bid (Site B) is $450,000-$540,000.
