THIS INVITATION FOR BID (IFB) SHALL BE IN ACCORDANCE WITH FAR PART 14 - SEALED BIDDING This requirement is a 100% Total SB Set Aside. The North American Industrial Classification System (NAICS) code for this requirement is anticipated to be 237310 - Highway, Street, and Bridge Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $45,000,000.00 annual revenue. The Product Service Code for this requirement is anticipated to be Y1LB - Construction of Highways/Roads/Streets/Bridges/Railways. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 236.204(i) the Government estimates the magnitude of construction for this project to be between $150,000.00 and $250,000.00. Tobyhanna Army Depot, Tobyhanna, PA 18466, has a requirement for U Parking Lot (hereafter referred to as the U-Lot) improvements. Construction services required includes, but is not limited to, excavating, regrading, paving, and line striping. The construction services necessary to complete this work shall also include all licenses, permits, labor, materials, equipment, supervision, and management. See attachments for full specifications. Sealed bids, subject to the terms and conditions set forth in the IFB, will be received by the Government until the time/date and at the place indicated below, and then publicly opened. Award will be made to the responsible bidder whose bid conforms to the IFB and is most advantageous to the Government, considering only price and price related factors. Offerors are instructed NOT to contact any other Government personnel, as this may result in delay of answers and possible incorrect information.
