Site work for a residential development in Rock Island, Illinois. Completed plans call for site work for a residential development.

Invitation to bid lead paint abatement at 816 21st Street, Rock Island. The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Contractors bidding on this work must carry a current State of Illinois Lead workers and Supervisors license. This work detail must follow Illinois Department of Health and Hud protocols in safe work practices for the removal of lead paint. The job site will be closed to only certified license holders and must have appropriated hazard signs posted in conjunction with barricades before work starts. All areas of work shall have proper containment systems in place before the removal of windows begins. This job will be susceptible for a visit by the Illinois Health department at any time during the abatement. Along with the contractor's responsibility to notify the Health department of work before beginning. Once all the containment systems are in place remove all the window units in the basement. Leave frames and sashes intact wrap in plastic and tape loose ends securing LBP inside the plastic making sure no dust or paint chips can escape. This will leave the rough open in the blocks free of any painted wood. Install new basement sliders with screens in the open holes. Caulk, Shim, and hydro-cement tapering the sill and sides away from the new windows. Throughout the main level and second floor install new double hung windows with half screens the will meet the IL. Energy code. Windows must have lift out tabs to stop the sashes from being lifted past 6". Install aluminum solid white soffit in the front porch ceiling. Install a new LED globe light fixture over the new soffit. Install break white break metal on the front porch. Install 1/2 " treated plywood over the front porch flooring using subfloor glue and 2 1/2 " deck screws, 6 on the seams and 5 in the field spaced 16" centers. Remove existing wooden stairs at the front porch. Install New treated wood Stairs going up to the front porch with at least 36" between post and railings when finished. Install treads and risers. Must have 3 or more stringers attached to the deck and sitting correctly in the front concrete slab. Install 4x4 railing posts at the top and bottom of the steps and do not notch. Graspable top handrail and balusters less then 4" centers on both sides of the new steps. Building permit required before work begins. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 816 21st Avenue . This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. All questions shall be directed to the Construction Officer at 309-732-2906. The contractor shall have 30 days to complete the work from the date of contract signing. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured. Each bid must be submitted on paper and delivered in a sealed envelope. Said envelope shall be clearly labeled with "ENCLOSED: "816 21st Street".
