Reference Number 0000362418 The Town seeks a qualified consultant (or team of consultants) to assist in refinement and entitlement of the existing planning and urban design vision for the Village at Coal Creek site in the Town of Erie. The initial product of this effort will be a Concept Plan that identifies land use and circulation for the site. The final product of this effort will be an adopted new Planned Development (PD) District. The Village at Coal Creek is a 46.5-acre site at the north end of Old Town Erie bounded by Weld County Road 1.5 (CR 1.5) to the west, Coal Creek to the south, and RTD rail right-of-way to the east. Erie's Open Space and Trails Advisory Board (OSTAB) identified the property as a priority acquisition for open space due to its proximity to Coal Creek, adjacency to existing open space, and opportunities for trail connectivity. The Town purchased the property as a collaboration between its Planning & Development Department and Parks & Recreation Department to build mixed-income housing, create public open space, and connect existing trail infrastructure within Erie. The funding sources for the purchase dictate that approximately half of the land on the site will be used for open space and Park & Open Space Division use, and half of the land on the site will be used to develop an affordable housing community. As part of the Parks & Open Space Division use, staff determined that the existing home and barn could potentially be repurposed into necessary office, shop and equipment storage for the Parks & Open Space Division. The Concept Plan will be completed over a six-month period and the PD will be completed subsequently. The planning and public outreach process for the Village at Coal Creek site will be led by the consultant and will include Town staff, Town residents and adjacent neighbors to the planning area in the process.
