The City of Peekskill ("the City") received a grant from the New York State Empire State Development Mid-Hudson Momentum Fund (MHMF) program in June 2024 and must invest $20 million in infrastructure projects and see commensurate housing growth by 2027. The City seeks a project management support to implement four large infrastructure projects; this support will include Phase 1: develop infrastructure project sequencing and oversee cost estimates for each project; grant budgeting, contracting and reporting; liaise with housing developers about their projects, issues, and scheduling; and Phase 2: capital planning and construction contract oversight; housing development tracking; grants management and reporting; and matching funds management. Pending City approval for this portion of the scope of work, tasks include the following: Finalize infrastructure project(s) implementation schedule identifying the most immediate and subsequent steps; Project specific implementation next steps for public infrastructure projects such as information gathering, coordinating, communications, responsible party mobilization, 3 additional consultant selection, design, project financing, permitting, procurement, private project negotiations, bidding, construction contract oversight; Liaise with housing project sponsors about their projects, status, issues, and scheduling NYSESD Momentum Grant administration, and reporting including: budget; matching funds management and cash flow, and tracking housing production. 5. BUDGET: The RFP requires a proposal that responds to phase 1 and provides an option for phase 2. a. Phase 1 Planning - Budget and Work Product Delivery Schedule Lump Sum: $50,000 - 10 weeks b. Optional Phase 2 - Implementation: Hourly rates for project management for 2025, 2026, 2027. Please note that all reimbursable expenses must be included in the hourly rate. 6. TERMS OF CONTRACT Selected consultant will sign a consultant services agreement for Phase 1 scope of work with an option to extend, upon mutual consent in writing, for Phase 2 scope of work.
