Site work and paving for a civil project in Gonzalez, Florida. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

Escambia County is seeking a contractor for the widening and drainage improvements along West Roberts Road in District 5 approximately 1.75 miles. The project limits will be from Hwy 29 interchange, West to the Southernly turn at Sutton Place. The intent is to widen the roadway from Pine Forest Road to Hwy 29 to 2- 12ft travel lanes with 5 ft shoulders. The roadway from the Southern turn to Pine Forest should be resurfaced and striped. 1.2. Background West Roberts Road is located within the 11 Mile Creek Basin and has two tributary crossings with existing box culverts. One box culvert is located East of Pine Forest Road, the other is located 220' West of Redford Drive. Currently there are concrete paved ditches along portions of the North side and portions of the South side drainage ditches of the road. The Alabama Gulf Coast Railroad has a crossing West of Hwy 29. The Escambia County Road Department has reported the roadway near the pipe culverts at the railroad crossing experiencing over-topping during several rain events. The current ditch system is reported to be over capacity even in normal rain events. The existing drainage system will be realigned to accommodate the wider roadway and upgraded to current standards within the current right-of-way. Question Submission Deadline:September 30, 2024, 2:00pm The project consists of improvements to the existing roadway and drainage systems along West Roberts Road in Cantonment, Florida. The limits of work are roughly 1.75 miles of roadway between Sutton Place Drive and US Highway 29. The project shall be phased to include the "West Phase" (west of Pine Forest Road) and the "East Phase" (east of Pine Forest Road). 2.2. Roadway Design The West Phase shall include resurfacing and striping (no widening or major drainage improvements proposed). The East Phase shall include roadway widening, striping and drainage improvements. The existing roadway shall be widened to two (2) 12-foot lanes with 5-foot paved shoulders. The existing drainage systems shall be upgraded throughout the East Phase project limits except for areas adjacent to wetlands. No wetland impacts are proposed for this project; therefore, the two (2) existing box culverts (cross drains) shall remain "as-is". New W-Beam guardrail systems with FDOT Type "F" curb & gutter shall be installed to protect the wetlands and allow for steeper shoulder slopes in these areas. Both phases shall involve the Full-Depth Reclamation (FDR) of the existing asphalt roadbed. The process shall result in an 8-inch-thick base* compacted to meet 100 percent of a Modified Proctor Test density [*note: due to the varying depths of the existing asphalt, additional graded aggregate base may be needed to acquire the necessary base thickness.] Both phases of the finished roadway shall be resurfaced with 2" SP Asphalt and 3/4 " Friction Course. Please review the plans for each of the East Phase, West Phase and Railroad Phase. The pricing tables correspond to each phase. 2.3. Drainage Design Drainage improvements for the project shall consist of improved roadside ditches (both sod and concrete) and underground stormwater piping throughout the East Phase (no drainage imrprovements are propsed for the West Phase). Underdrain systems may be installed along the roadway slopes in wetter areas to capture and divert groundwater away from the roadbed. 2.4. Enviromental Existing wetland areas were identified and delineated along the eastern stretch of West Roberts Road. These areas exist near the box culvert crossings as well as along some of the linear retention or ditch areas. No impacts to wetland areas are proposed for this project and protection of these sensitive areas shall be incorporated into the construction costs. 2.5. Railroad The Alabama & Gulf Coast Railway, LLC (AGR) owns the existing railroad crossing located near the US Highway 29 intersection (East Phase). Improvements to this crossing shall involve a new railway surface. These improvements shall be designed and BID by AGR. Railroad crossing improvements estimated construction cost is $225,000.00. Permitting cost is $1,750.00 2.6. Survey & Geotechnical Topographical and Boundary Survey data for the project was provided by Ruben Surveying & Mapping. A Geotechnical Investigation was performed by Larry M. Jacobs & Associates (LMJ). A brief summary of the geotechnical findings are as follows: Pavement: o The existing asphalt is generally in poor condition (except for west of Ryale Road), and the presence of macadam on the bottom of the cores indicates that the road was first paved a significant time ago and has been overlain since. o The wheel path alligator cracking and rutting indicate structural problems with the existing base/subgrade, and the pavement lacked a typical, well-defined base layer. o The borings encountered perched water. We recommend installing underdrains at the beginning of construction to a minimum depth of 3 feet below the bottom of the base. o Milling and overlaying the roadway would not address the underlying base/subgrade issues and would therefore only provide a relatively short-term improvement. o In our opinion, a total rebuild of the pavement or Full-Depth Reclamation (FDR) are the preferred options. FDR involves blending the existing asphalt into the base/native soils to create a new, more moisture resistant base. o FDR also has an advantage of minimizing exposure of the subgrade to wet weather, and this could reduce removal and replacement of wet, uncompactable soils needed. o A Graded Aggregate Base (GAB) or Full-Depth Reclamation (FDR) to 8-inch thickness compacted to meet 100 percent of a Modified Proctor Test density is recommended. o 2.5 to 3-inches of Superpave Asphalt is recommended. 2.7. Utilities Existing utilities for the West Phase include existing ECUA water and sewer systems, ATT communication lines, FPL overhead lines/poles and Pensacola Energy gas mains and services. No direct impacts of these utilities are proposed for this phase of the project. However, ECUA has mentioned interest in a "cost-sharing" option to replace the existing 6" concrete asbestos (CA) potable water main located on the north side of West Roberts Road. The East Phase includes an existing 12-inch (ECUA) potable water main that runs along the north side of the roadway and will be located close, if not under, the new edge-of-shoulder pavement. Similarly, there is an existing 2-inch (Pensacola Energy) gas main that runs along the south side of the roadway and will be located under the new edge-of-shoulder pavement. Both systems may also be impacted by the installation of guardrails in some locations. Discussions and coordination with the utility providers will be necessary. Additionally, there is an 8-inch high-pressure gas main (Peninsula Gas) that runs close to the north right-of-way line. There are some instances where it varies closer to the project and will require some coordination. FPL also has overhead lines/poles within the East Phase limits.
