Site work and paving for a mixed-use development in Gonzalez, Florida. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

**As of April 10, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** This project is located at the old Cantonment Wastewater Treatment Plant and will consist of removing all site improvements except the controls building, asphalt driveway around the perimeter, and stormwater system. Once the site has been demolished, the contractor shall prepare for, and install, an 80x100 concrete slab to be located just west of the office building where the RBC Units are currently located. There will also need to be a concrete walkway installed between the controls building and new concrete slab. This scope of work will be to remove all site improvements except the Controls Building, asphalt driveway around the perimeter, and the stormwater system. This site was once used as a wastewater treatment plant for the area and has large concrete structures that will need to be removed, along with the lift stations and associated piping for the wastewater treatment system. There is an existing 4" sewer pipe that runs along the north side of the driveway that will need to remain in place for future sewer connection from the Control Building. Also, all stormwater piping shall remain in-place and shall be protected during demolition. The County's Solid Waste Department will be receiving all the concrete removed from the site but the contractor must remove all reinforcement from the concrete. The County's Road Department will be transporting the concrete to Solid Waste for recycling. Additionally, the County Road Department will be providing all necessary fill material to backfill the areas where the concrete structures are removed. This project will also include construction of a 80x100 concrete slab to be installed approximately 20' west of the existing Controls Building, with a concrete sidewalk connecting to the Controls Building. For all buried wastewater pipes that are 20' outside the proposed footprint of the new concrete slab, the contractor will have the option to leave the buried pipe in place and flow-fill them instead of removing. Question Deadline 03/12/2025 at 3:00 PM CT All inquiries concerning the solicitation, including, but not limited to, the scope of work, specifications, additional requirements, attachments, general or supplemental terms and conditions, must be submitted to the Office of Purchasing via email through Attention: Kent Jensen Purchasing Coordinatorkmjensen@myescambia.com. Each offer shall be accompanied by a bid bond, cashier's check, or certified check in the amount of 5% of the total offer. The County Must require the successful Offeror(s) to furnish separate Performance and Payment bonds, under pledge of adequate surety and covering up to 100% of the dollar value of the award / an amount specified (i.e. $5,000.00) on the forms provided by the County. Such bonds shall be issued by sureties authorized to act as a surety by the State of Florida. Should the awarded vendor fail to complete the required services or make delivery of the commodities or equipment within the times(s) specified in the Agreement, or within such additional time(s) as may be granted by Escambia County, the County will suffer damage, the amount of which is difficult, if not impossible to ascertain therefore, the vendor shall pay to the County, as liquidated damages, the sum of Nine Hundred Four Dollars (904.00) for each calendar day of delay that actual completion extends beyond the time limit specified until such reasonable time as may be required for final completion of the work. Such sum is mutually agreed upon as a reasonable and proper amount of damages the County will sustain per diem by failure of the vendor to complete the services or make delivery within the specified time. The costs for liquidated damages shall not be construed as a penalty on the vendor. The work included in this agreement shall be substantially completed within One Hundred Twenty (120) consecutive calendar days from the date of the written Notice to Proceed. The bidder has an additional Thirty (30) consecutive calendar days from the date of substantial completion for a total number of One Hundred Fifty (150) consecutive calendar days to Final Completion. The number of days allowed does not include an allowance for calendar days missed due to weather. Extension of time will be allowed for delays due to weather if properly documented and reported to the Engineer. Escambia County reserves the right to waive any informalities or reject any and all bids, in whole or part, to utilize any applicable state contracts in lieu of or in addition to this bid, and to accept the bid that in its judgment will best serve the interest of the County.
