The request for information deadline is noon Tuesday, September 23, 2024. The City of West Haven is excited to announce an opportunity for qualified contractors to submit proposals for the construction of a new Cat Room Addition to the existing West Have Animal Shelter. The project is a key step in our commitment to enhancing the quality of life for our feline residents, providing them with a comfortable, stimulating, and safe environments. Our vision is to create a space where cats awaiting adoption can thrive and receive the care, they need in a setting designed to meet their unique needs. The new cat room will not only improve the shelter's capacity but also reflect our dedication to the animal welfare and well-being of our community. Scope of Work The project consists of the design and construction of a New Cat Room Addition, which includes all trades for both building and sitework. Contractors are required to provide line-item quotes for each trade involved in the building and sitework categories. The addition will be designed to integrate seamlessly with the existing animal shelter, ensuring the highest standards of care for the animals. Building Construction The scope of building work includes but is not limited to: o Structural framework, architectural design, and engineering to support the new addition. o HVAC system installation to ensure optimal temperature control, air quality, and comfort for the cats. o Electrical and lighting installations, including energy-efficient, cat-friendly lighting solutions. o Plumbing installations to support wash stations and other sanitation needs. o Interior finishes, with an emphasis on durable, easy-to-clean, and pet-friendly materials to ensure cleanliness and reduce stress for the animals. Sitework The scope of sitework includes but is not limited to: o Site preparation, grading, and drainage to ensure the longevity and safety of the new addition. o Landscaping, including pet-safe plantings, outdoor spaces for feline enrichment, and pathways for staff and visitors. o Construction of outdoor enclosures or "catios" to provide secure outdoor spaces for the cats. o Installation of walkways, parking, and access ramps in compliance with ADA standards. o Proposals must include the following information: 1. Company Profile A brief description of the company, its history, experience with similar projects (especially in animal shelters or veterinary facilities), and core values related to animal welfare. 2. Project Understanding and Approach A detailed narrative explaining the contractor's understanding of the project's objectives and the approach to be taken in completing the project efficiently and effectively. 3. Project Team A list of key personnel who will be involved in the project, including their roles, qualifications, and relevant experience. A dedicated project manager should be identified as the primary point of contact. 4. Line-Item Quotes A detailed line-item quote for both building and sitework trades. Each line item must clearly describe the work and associated costs, providing transparency and accuracy in pricing. 5. Project Timeline A comprehensive schedule outlining the project's key milestones and deliverables, including estimated completion dates. The timeline must demonstrate the contractor's ability to complete the project within the City's desired timeframe. 6. References Provide at least three references from similar projects completed within the past five years. Include contact details and project descriptions. 7. Innovative Design Features If applicable, contractors are encouraged to propose innovative design solutions that will enhance the space's functionality and the overall well-being of the cats. 8. Compliance Evidence of compliance with all local, state, and federal regulations, including building codes, environmental standards, and safety requirements. Proposals will be evaluated based on: Proposals will be evaluated based on the following criteria: 1. Experience and Qualifications The contractor's experience with similar projects and the qualifications of the project team. 2. Project Understanding and Approach The quality and feasibility of the contractor's approach to meet the City's goals for the project. 3. Cost and Transparency: The clarity and accuracy of the line-item quotes for both building and sitework. 4. Project Timeline: The reasonableness and feasibility of the proposed project timeline. 5. References Feedback from past clients and demonstrated success in similar projects. 6. Innovative Features Consideration will be given to any additional features that enhance the welfare of the cats and overall functionality of the facility. The City of West Haven reserves the right to reject all proposals, to waive any irregularities or informalities in the proposal process, and to accept any proposal deemed to be in the best interest of the City. This RFP does not obligate the City to award a contract or to pay any cost incurred in the preparation or submission of proposals.
