The work consists of rehabilitation of an existing pond overflow structure and outlet pipe for a golf course. Technical questions regarding interpretations of the bidding documents shall be directed to Sean C. All proposals shall be accompanied by either a bid bond on the "Proposal Bid Bond" form contained in the proposal, executed by a corporate surety company satisfactory to the Carbondale Park District, or a bank cashier's check, an irrevocable letter of credit or a properly certified check payable to the Carbondale Park District for not less than 5 percent (5%) of the amount bid, or for the amount listed in the specifications. The Carbondale Park District reserves the right to reject any or all proposals and to waive technicalities, and reserves the right to determine the qualifications of any and all contractors to perform the work required under this contract. No bid may be withdrawn after the time for opening of the bids is past. The Carbondale Park District is an Equal Opportunity Employer and encourages minority group participation in the bidding and construction process. Bidders are notified that not less than the prevailing wage rate as determined by the Illinois Department of Labor shall be paid to all workmen performing work under this contract. All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER/ARCHITECT in writing. Interpretations or clarifications considered necessary by the ENGINEER/ARCHITECT in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by the ENGINEER/ARCHITECT as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
