Each bid must be accompanied by a Bid Bond, a deposit of cash or by a certified check payable to Coastal Carolina Regional Airport Authority, and drawn on some bank or trust company authorized to do business in the State of North Carolina, for an amount equal to 5% of the total base bid, as a guarantee that if the bid is accepted, the required Contract will be executed and the required Performance Bond and Payment Bond furnished within fifteen (15) days after receipt of written notice of formal award of Contract. Bidders must hold a valid North Carolina General Contractor's license, appropriate for the
type and value of the work being performed at the time of bid. The project shall consist of furnishing all labor, materials, and equipment and performing all work required to satisfactorily complete the Water and Sewer project which consists of extension of water and sewer to the Aerospace Development site. SPECIAL NOTE: The Coastal Carolina Regional Airport Authority in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award. The requirements of 49 CFR part 26 apply to this contract. It is the policy of the Coastal Carolina Regional Airport Authority to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The Coastal Carolina Regional Airport Authority hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, that the bidder shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract 8.0% of the dollar value of the prime contract for each project or schedule of work to Disadvantaged Business Enterprises (DBE). Only firms certified as an DBE by the NCDOT Unified Certification Program may be applied to the goal. In the event that the bidder for this solicitation qualifies as a DBE, the contract goal shall be deemed to have been met. Individuals who are rebuttably presumed to be socially and economically disadvantaged include women, Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, and AsianIndian Americans. The apparent successful competitor will be required to submit with the bid information concerning the DBEs that will participate in this contract. The information will include the name and address of each DBE, a description of the work to be performed by each named firm, and the dollar value of the contract. If the bidder fails to achieve the contract goal stated herein, it will be required to provide documentation demonstrating that it made good faith efforts in attempting to do so.
