Demolition, site work, new construction, renovation and addition to an educational facility in Spartanburg, South Carolina. Completed plans call for the addition of a 15,683-square-foot educational facility; for the demolition of a educational facility; for the construction of a 125,000-square-foot educational facility; for the renovation of a 4,319-square-foot educational facility; and for site work for a educational facility.

Spartanburg School District Seven invites all qualified firms to submit proposals for Construction Management-at-Risk Services for Jesse Boyd Elementary School (new), Mary H. Wright Elementary School (addition), and Transportation Building (addition and renovation) Construction Management-at-Risk Services - Jesse Boyd Elementary School (New Build) - Mary H. Wright Elementary School (Addition) - Transportation (Addition & Renovation) The Owner intends to hire one or more general contractor /construction manager at risk to complete the construction of an approximately 125,000 SF new Jesse Boyd Elementary School; an approximately 11,364 SF addition to Mary H. Wright Elementary School; and an approximate 4,319 SF addition and renovation of Transportation Building. The new elementary school will be a K4-5 grade school with an estimated initial enrollment of students 600, with a core for 750, and has an estimated budget of $55,025,000, including architect/engineering fees, site work, pre-constructions, construction costs, furniture, fixtures, equipment and utilities. The addition to Mary H. Wright Elementary School will have an initial enrollment of approximately 50 children participating in the district's staff day care model and has an estimated budget of $4,547,833 including architect/engineering fees, site work, pre-constructions, construction costs, furniture, fixtures, equipment and utilities. The addition and renovation of the transportation building has an estimated budget of $1,500,000 including architect/engineering fees, site work, pre-constructions, construction costs, furniture, fixtures, equipment and utilities. The District has already contracted with local firms to complete the boundary surveys, a geotechnical study, and an environmental phase one investigation. The due diligence studies are expected to be substantially completed by the time of award. The District has a preliminary site plan but is for schematic purposes only. The actual footprint is to be determined based on the designs. For the new elementary school building, the District anticipates a substantial completion date, at which time construction work and outfitting with technology, furniture and equipment must be complete and ready for occupancy of June 2027, June 2026 for the classroom additions to Mary H. Wright Elementary School, and June 2026 for additional and renovations to the Transportation Building. Providing monthly reporting will be part of the design team's responsibilities. Project delivery will be pursuant to the AIA 2009 CMc family. McMillan Pazdan Smith Architecture will provide all architectural design services for these projects. It is the intention of the Spartanburg School District Seven (the "Owner") to select one or more contractors to provide expertise to the Owner in Pre-Construction Phase Services and Construction Phase Services ("CM at Risk") for the construction of a proposed new elementary school, classroom addition to existing elementary school and addition to transportation building and renovation of existing office space as described in 3.0.2. This work shall be performed pursuant to an AIA form contract as modified by the Owner, with a guaranteed maximum price (GMP). The form of the AIA-A133-2009 as modified is attached. The selected Contractor will serve as an integral member of the project team providing expertise during the Pre-Construction Phase. The Contractor's expertise should include, but not be limited to, knowledge of construction means and methods, knowledge of materials and placement methods, cost estimating/value engineering, and skilled trade considerations. The owner places significant emphasis on similar experience to that described herein. The services related to Pre-Construction Phase activities will include, but are not limited to, cost estimating, development of a project scope, project scheduling, construction packaging and phasing, permitting/process planning and coordination of the subcontractor/vendor solicitation, sub-contractor pre-qualification, projection of construction cost and cash flow, and value engineering. The Contractor and Owner will agree to an amendment of the contract in which the scope of construction services and a Guaranteed Maximum Price (GMP) for the Construction Phase of the project will be determined. All proposers should demonstrate their ability, experience, and qualifications to provide construction management services for, but not limited to, projects with a preliminary/approximate budget of $61 million for Jesse Boyd Elementary, Mary H. Wright Elementary, and Transportation Building. All proposers should also have demonstrated extensive experience of projects with similar scope and complexity. By way of information, all proposers should understand that all or any portion of a proposed Project is subject to approval of the Spartanburg School District Seven Board ("Board"). Accordingly, the Owner reserves the right to accept or reject any proposal. Finally, the entire solicitation, procurement, and any contractual relationships related to this RFP are subject to the Owner's Procurement Code, including its dispute resolution and remedies limitations and procedures. At the discretion of Owner, if it becomes necessary to revise or clarify any part of this RFP, an addendum will be posted electronically. It is the Proposer's responsibility to check online periodically to determine if any addenda have been issued. Any addendum issued by Owner shall become a formal part of this RFP. Owner assumes no responsibility for the delivery of any solicitation, addendum, solicitation response, proposer inquiry, or response to proposer or any other correspondence by the U.S. Postal Service, electronic transmission, facsimile, or any other method. Proposal responses transmitted by fax will not be considered. By submitting a solicitation response, the proposer acknowledges that it has had the opportunity to inquire about this solicitation, the Owner's Procurement Code, and all other Owner policies, and that the proposer generally has familiarized itself with the available current public information concerning the Owner and Spartanburg County in general. Any information given a prospective Offeror concerning a solicitation will be furnished promptly to all other prospective Offerors as an Amendment to the solicitation if that information is necessary for submitting offers or if the lack of it would be prejudicial to other prospective Offerors. The dates provided are estimates only. Any resulting contract will begin on the date specified in the notice of award. See clause entitled "Term of Contract Effective Date/Initial Contract Period." The Spartanburg School District Seven may cancel this solicitation in whole or in part. The Spartanburg School District Seven may reject any or all proposals in whole or in part. A minimum of three bids is desired. If less than three bids are received, Spartanburg School District Seven will make a determination.
