This project is being supported, in whole, by federal award number ARP-TX-21-031 allocated to the City of Hitchcock under the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) by the U.S. Department of the Treasury. Project Scope: Construction of a new concrete channel approximately 30-feet deep with sluice gate controls and installation of a new mechanical bar screen and washer/compactor at the headworks of the City of Hitchcock Wastewater Treatment Plant, including demolition of existing structures and drying beds, adjustment of utilities, electrical improvements, and accessibility features. Each proposal shall be accompanied by a bid guarantee of not less than 5% of total bid amount. Award of this contract will be made on the basis of the lowest responsive responsible bid. The successful bidder must furnish Performance Bond and Payment Bond on the forms provided in the amount of one hundred percent (100%) of the total contract price from a Surety or other Sureties acceptable to the Owner Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and labor surplus area firms are encouraged to submit bids. The project to be constructed will be financed with assistance from the American Resue Plan Act and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Bids may be held by City of Hitchcock for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
