West Sacramento shares the Sacramento River with neighboring Sacramento, with the deep water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 53,000 people. The City is full-service with nine (9) departments and over 400 full-time employees. The City provides the full range of municipal services including police and fire protection, park, street, fleet, and facility maintenance, economic development and housing, community development, capital projects, and parks and recreation. The City also provides water, wastewater, and solid waste services. The City of West Sacramento was awarded Yolo County Behavioral Health Bridge Housing funds to support the acquisition of two motels to operate a homeless emergency housing program. The properties located at 1809 and 1821 West Capitol Avenue (and 1812 Merkley Avenue - combined parcel) have been acquired for the purposes of operating the program. It is the intent of this facility improvement project to make the necessary repairs and improvements to the properties to meet the needs of the homeless emergency housing program. 1.3. Project Details 2.1. Important Instructions for Electronic Submittal The City of West Sacramento is only accepting electronic bid submissions and only through its online bidding platform, OpenGov. Bidders shall create a FREE account by signing up at OpenGov.com. Once you have completed account registration, browse back to this page, click on "Submit Response", and follow the instructions to submit the electronic bid. The bid specifications, including instructions on how to bid, standards for a responsive bid, and project specifications, are attached hereto in Attachments and incorporated herein by reference as if set forth in full 2.2. Project Scope The work of this contract includes providing all labor, materials, equipment, rework, and services necessary to partially renovate the properties to meet the facility needs for the homeless emergency housing program. Both properties are former commercial motels and require repair and upgrades to the interior and exterior of the buildings and grounds with the intent of providing serviceable and safe living quarters for participants of the housing program. In general, the Scope of Work includes demolition, patching, repairing, framing, sheathing, casework, painting, ceiling and flooring installation, and upgrades to mechanical, electrical, lighting, roofing and plumbing systems, and other tasks specified in the Inspection report (see Attachment D). Some repairs and upgrades for the property grounds include masonry repairs, sewer line repairs, parking lot grading and surfacing, and parking lot striping. Not included in the scope of this project are camera systems, IT infrastructure, cable systems, phone or data lines. The exception to this is the demolition and or removal of obsolete systems or remnants thereof. Fencing located on the property will also not be included in this scope, but temporary construction fencing will be supplied by the City for the duration of the construction schedule. This temporary fencing may be upgraded to permanent fencing at the discretion of the City and the fence installation schedule may overlap with the renovation construction schedule. Project Phasing will be a critical component of this project. It is the intent of the City to minimally refurbish a small number of rooms (3 to 5) and move occupants in as soon as possible. The renovation of the remainder of the site would be able to proceed per the construction schedule. These few occupants would have the ability to move room locations at a future time, allowing for full renovation of their original units. This process will be coordinated and agreed upon by both the City and Contractor (bidder) to facilitate the least impact to the construction schedule. It is also the intent of the City to reduce the number of project's construction phases to facilitate the shortest possible construction schedule. This project is funded by grants that have funding milestones with critical deadlines. 2.3. Exterior Scope of Work for Both Properties (Six Buildings) Site Clean up General area cleanup, weed and trash removal, remove damaged brickwork and broken concrete, remove unnecessary bollards and parking lot obstructions. Brick Repair Repair all brickwork, both attached to buildings and in landscaping. Parking Area Clean up dirt parking area located in the south lot of the Pick Wick, rough grade and place and compact gravel/road base. Siding Repair East exterior wall siding repair and 2 water heater enclosures. Approx 80 lineal feet. Remove old siding, repair damaged framing as needed, install insulation, install building wrap, install new lap siding. Paint Prep and Paint exterior of all buildings. Roof Repair Coat the north end of the El Tejon west building with roofing seal of approximately 1100 sq. ft. Remove wood shake mansard roof and replace with asphalt shingles to match the Pick Wick buildings. Clean up and roof maintenance. Minimal repair to fascia as needed. Plumbing The sewer line serving the 7 units of the northwest area of the Pick Wick Motel is cast iron and deteriorated. It is currently leaking under some of the units. Replacement is needed. Repairs to 6 waste lines on west side of west El Tejon units. Water heater repairs and service to all and replacement of 3 water heaters. Electrical Replace all 6 Zinsco panels. Replace all exterior lights with LED fixtures Replace all broken receptacle covers Fix minor issues. Misc Exterior Repair and replace all crawl space screens. Renumber all units per City numbering plan (TBD) Remove all unnecessary/abandoned wiring 2.4. Interior Scope of Work (Six Buildings) Basic Room Refurbish for All Units Remove all items Remove toilets and sinks Remove gas appliances, if any Check and clean drain/waste lines Clean walls, ceilings, floor, bathroom, windows Prep, paint and minor repairs Install new HVAC, PTAC Type Install new toilet, sink, and vanity Replace all door handles to meet ADA standards Install new keycard entry lockset Install new CO2/Smoke detector Repair/replace new towel bar and toilet paper holder Install new GFCI, check and repair Test, repair/replace all receptacles and switches Replace all lighting with LED fixtures Replace/Install window screens Additional Room Repairs, As Needed Repair/Replace entry door and jamb Remove all gas piping, cap behind wall Wall repairs Install new mirror Repair shower door Floor repairs/ new vinyl Shower repair/replace Window repair/replace 2.5. Bid Alternates Bid Alternate: 1 ADA Upgrades Installation of ramps Installation of ADA compliant signage (Additional scope TBD based on report) Bid Alternate: 2 Convert Manager's residence at El Tejon to office space Remove all wall paneling, repair/replace drywall Remove all carpeting, replace with vinyl flooring Repair walls and paint Bid Alternate: 3 Parking Lot Repaving Asphalt Pave the dirt lot parking area Repair, resurface, and sealcoat entire parking lot for both sites Restripe entire parking area for both properties Bid Alternate: 4 Upgrade windows Remove all bars over windows Replace all windows with vinyl windows
