Prospective Interview Date: December 9, 2024 The Consultant shall review, evaluate, and document existing systems; and determine and document City Departments' GIS objectives, needs, and requirements. Question Response Deadline: November 12, 2024, 5:00pm Proposer may submit Questions related to this RFP to the City through online Question Deadline 10/28/2024 at 5:00 PM PT The Consultant shall review the City's existing systems, resources, and activities, as they relate to a GIS, including: Existing data, including but not limited to, spatially referenced data such as the parcel layer, right-of-way layer, and digital aerial photos; AutoCAD drawings of the City's infrastructure (i.e., sanitary sewers, storm drains, streetlights, and water); various databases; and various digital images (i.e., photos, documents, and drawings); Existing software, including but not limited to, ArcGIS Pro, Accela, AutoCAD, financial systems, and emergency services programs; Existing hardware, including but not limited to workstations and servers; Other existing relevant City systems, resources, and activities Review the existing governance structure of the city's GIS, how this structure will evolve, and propose necessary changes. It would be beneficial to the city to have defined how decision-making authority will be handled, particularly concerning data management, system upgrades, and policy adherence. Shall include how will the new GIS governance align with the City's overall IT governance. The Consultant may be asked to give a presentation to the City Council or City Manager (to be determined by the City of West Sacramento) and meet with each of our department's relevant staff one to two times to discuss relevant GIS concepts and possible municipal uses of GIS for the City of West Sacramento. The City I.T. Manager based on the vendor and our city staff schedules will schedule these meetings and presentations. City meetings are typically scheduled on Monday through Friday between the hours of 8:00 am and 5:00 p.m. If a presentation for the City Council is scheduled, our council meetings schedule will be provided by the I.T. Manager. The Consultant shall collect data to define the GIS objectives and needs of each City department including an evaluation of each City department's business functions that would make use of spatially referenced data. The consultant shall conduct on-site interviews with each department's staff, comprised of potential users and management staff who are most familiar with the functions of their departments but who will have varying degrees of knowledge of GIS. The Consultant will tabulate results and provide a detailed written assessment ("Draft Needs Assessment") of the information gathered. The Assessment will be based on the interviews and research done by the Consultant. The Assessment will discuss GIS objectives and requirements of each Department as well as opportunities for the incorporation of existing systems, resources, and activities into the City's future GIS. Upon City review and comment, the Consultant will revise the Draft Needs Assessment to become the Final Needs Assessment, as agreed upon between the Consultant and City. The initial term of the Contract is at the City's discretion and may be up to 1 year. The City also reserves the right to extend the Contract for up to 1 additional 1-year term (individually, "Extension") upon the same terms and conditions as parties agreed to in the Contract. Thus, parties agree Contract may be for a total of 2 years upon the same terms and conditions as parties agreed in the Contract. Notwithstanding the foregoing, the City is not obligated to extend the Contract for any amount of time. If there is outstanding work within the Scope of Work at the end of the term of the Contract and the City requires time to solicit for and secure an alternative contractor, Contractor shall continue to provide the services within the Scope of Work on a month-to-month basis, not to exceed six (6) months, at the same cost, terms, and conditions in effect at the termination of the Contract. The City shall give Contractor at least thirty (30) days written notice of such a need and the anticipated timeline to secure an alternative contractor. The City reserves the right to accept or reject any or all Proposals. The method of Contractor Selection has not been Determined at this time
