Site work, paving and renovation of a mixed-use development in Marion, Iowa. Completed plans call for the renovation of a library; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The general nature of the work on which bids are requested is: Furnish and install a 150 KW / 480 V / 225 AMP Caterpillar Natural Gas Generator, Automated Transfer Switch, 2 handholes, directional boring of electrical ang gas service runs, 60 LF of PCC curb and gutter, and miscellaneous related work and appurtenances in accordance with the contract documents. 5% bid bond Engineer's Estimate: $250,000.00 Work shall commence upon a Notice to Proceed and be completed by September 30, 2025. Liquidated damages in the amount of $300.00 per calendar day will be assessed for work not completed within this time. Prep work shall be completed in advance to minimum switch over downtime to the building. When necessary, building service downtime shall occur on a Tuesday or Wednesday. Contractor shall schedule the downtime with library staff one month in advance. Work shall commence upon a Notice to Proceed and be completed by September 30, 2025. Each successful bidder shall be required to furnish a corporate surety bond in an amount equal to one hundred percent (100%) of its contract price. Said bond to be issued by a responsible surety approved by the City Council and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor and protect and save harmless the City from claims and damages of any kind caused by the operations of the contract. Upon completion of the project and before final acceptance by the City Council, the contractor will be required to post a maintenance bond (1-year) or be required to pay the City 1.5 percent of the final contract amount to pay for the applicable maintenance bond. Such 1.5 percent shall not be refundable to the contractor and the City will act as the bonding agent. Posting of the maintenance bond or the cash payment will be the election of the City Engineer, all in accordance with Ordinance 77-21 of the City of Marion. In lieu of a maintenance bond, the performance and payment bonds may provide coverage for the specified maintenance term. A separate and distinct statement to this effect must be included on the bonds. The City of Marion reserves the right to defer acceptance of any bid for a period not to exceed thirty (30) days after receipt of bids, and no bid may be withdrawn during this period. Current Davis Bacon wage specifications: The contract is subject to the Davis-Bacon Act, so contractors must pay workers the higher of the listed prevailing wage rates or the applicable Executive Order minimum wage ($17.20 per hour in 2024) At 5:30 PM on the 23rd day of January 2025 at Marion City Hall, 1225 6th Avenue, Marion, IA the City Council will consider the bids for the construction of an improvement project described as the Marion Public Library Generator Project and hold a public hearing on the plans and specifications, form of contract, and estimate of cost for the construction of the Marion Public Library Generator Project.
