This scope of services includes a facility condition assessment of the City of San Diego's general fund buildings which includes but is not limited to fire stations, police stations, lifeguard stations, recreation centers, libraries, comfort stations, senior centers, pools, office buildings, trailers, and other facilities. The services shall include a comprehensive inventory and assessment of facilities and their major components to identify deferred maintenance, capital renewal and capital replacement costs; to develop a comprehensive asset management plan; and to develop current and future maintenance and capital budgets for the next 20 years. The condition assessment shall include a calculation of the condition of the facilities and major components using the FCI system. A database compatible with City of San Diego software shall be created which includes the estimated costs for capital and maintenance items calculated using R.S. Means Construction Cost data and applicable soft costs. Comprehensive reports shall be prepared that include the condition of the entire system and each facility and its major components, a summary of the required maintenance and capital expenditures at each facility, a 5-year and 20-year budget of the maintenance requirements and costs that can be adjusted for inflation. The services shall also include updating of data from previously assessed facilities, ADA assessment, Equipment assessment, and integration of data into the City's asset management system. The services shall also include an update of the existing condition assessment data which was collected in 2014 and 2015 and incorporation of this data into comprehensive database and reports. The consultant shall coordinate with the Facilities Services Division (FSD) to schedule condition assessments. The FSD will be responsible for notifying the building occupants and coordinating access to the buildings Design Professional, either personally or through its subconsultants, shall make any presentations necessary as determined by the City, to City Council, Council Committee, Public Building Review Committee and citizen groups to provide them with the information about the Task. Design Professional, either personally, or through its subconsultants, shall also make presentations to any governing or regulatory body or agency for other approvals as may be required.
