RFQ D/B - Wastewater Treatment Plant Solar Project This REQUEST FOR QUALIFICATIONS ("RFQ") from the Owner named below invites the submittal of a Statement of Qualifications ("SOQ") from firms interested in providing design-build services for the Project described below. By submitting an SOQ, the Offeror represents that it has carefully read the terms and conditions of this RFQ and all exhibits and Addenda and agrees to be bound by them. This RFQ is not an offer to enter into a contract, but merely a solicitation of persons interested in submitting SOQ to the Owner for the Project. Question Deadline 10/18/2024 Each Short Listed Offeror may submit a single consolidated list of confidential questions to the Owner after the issuance of the RFP. All Confidential Questions will be reviewed by the Owner, and Confidential Questions specific to the Short Listed Offeror's Proposal will be responded to by the Owner with responses sent only to the Short Listed Offeror submitting the questions. All SOQs must be submitted pursuant to the instructions below. It is the Offeror's sole responsibility to ensure that the SOQ is delivered in the manner required by this RFQ by the Due Date and Time specified. Owner has the right to reject any SOQs not properly delivered. The proposed project includes the installation of a photovoltaic solar system to serve the City's Wastewater Treatment Plant. The solar system will be located within the 39.24-acre WWTP facility site in a 4.6-acre vacant bermed pond at the northeast corner of the site. The vacant 4.6-acre field was previously excavated to provide fill for development at the WWTP. While the field does receive storm drainage from the WWTP site, it is not used as a treatment pond or in any capacity for the treatment of wastewater. The City periodically mows the existing vegetation on the field. The project would include installing PV panels to produce approximately 864,000 kilowatthours (kWh) of electricity per year. Inverters will be located near the solar panels at grade on housekeeping pads. Buried conduits and cabling will traverse another earthen wastewater emergency storage pond, berm and paved areas to the Motor Control Center connection point. No off-site improvements will be necessary to complete the solar project. The utility grid interconnection point with the existing electrical system would be on-site within an existing electrical panel. Interconnection with the grid will require the proposer to prepare interconnection applications and submit for PG&E approval and coordinate with City team. Ancillary supporting equipment will also be installed such as: a power meter, power quality meter, interconnection with City SCADA system. This Scope of Work may be revised to include optional additional bid items such as batteries. This Scope of Work may include the following tasks. If the contractor identifies additional tasks necessary for the completion of the work subsequent to release of the RFP, that work shall be clearly identified and included in the Contractor's proposal. o Breaker coordination, arc flash, and/or power studies o Geotechnical engineering and testing o Validation of project site conditions o Survey of existing conditions o Design the project o Cost estimating and reporting o Value engineering o Lifecycle cost analysis o Design and construction scheduling o Permitting o Construction o Phasing and scheduling construction to meet the schedule without interruption of services to the owner's operations. o Closeout (punchlist documentation and resolution, O&M manuals, systems and equipment training, asbuilt documentation, final inspection and acceptance.) o Project commissioning o Project acceptance testing o Warranty bonds (if any) o Extended maintenance and warranty period if identified in the RFP *The value for this project is based on a financial range.
