Site work for a civil project in Rossville, Tennessee. Completed plans call for site work for a water / sewer project.
The work consists generally of the installation of three (3) new water production wells at the Town's future water treatment facility including all drilling, test well development, raw water analysis, reaming, casings, screen, gravel wall, well development, well testing, well cleaning, CCTV inspection, construction of pump foundation, well pump, discharge head, column assembly, shafts, suction pipe, electric motor, water level indicator, pressure gauge, discharge piping, check valves, gate valves, insulation, connection to the existing raw water line, painting, electrical and controls, site work, site restoration, final cleaning, and all other necessary and appurtenant work required to complete the work as described in these specifications and detailed in the drawings. All bidders must be licensed contractors as required by Title 62, Chapter 6, of the Tennessee Code Annotated. Bidder's name, license number, and expiration date must appear on the envelope containing the bid. Bidder must be registered in the System for Award Management (SAM) and complete required representations and certifications annually. Contractors must be registered in SAM at the time of bid and to continue to be registered until time of award, during performance, and through final payment. Contractors must not appear on Sam.gov disbarment list and must include screenshot representing debarment status from sam.gov in the bid package. The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted. Subcontractors must also not appear on Sam.gov disbarment list. Mark-ups on subcontractor work or Cost-Plus Overhead will be disallowed for reimbursement. A bid bond or certified check for five percent (5%) of the total bid amount must accompany each bid. The successful bidder will be required to furnish a performance bond in the amount of his bid and shall, before entering on the work of said contract, be licensed as a contractor with the State of Tennessee Board for Licensing Contractors with a specialty, S-Well Drilling. No bidders may withdraw an opened bid within the defined period following actual bid opening without Owner's consent. Bids accepted and read will remain effective for a period of 60 days after the date for the opening of such bid. Award of contracts will be made on the basis of the lowest and best bids as determined by the Town of Rossville. The Town of Rossville reserves the right to reject any and all bids and to waive any informality in bidding. Any alternative or qualifications other than those set out, or specifically requested will be considered informalities.
