Site work and paving for a mixed-use development in East Dubuque, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
Bids will be received for one prime contract consisting of the reconstruction of Oxford Street and Clinton Avenue from Montgomery Street to Sherwood Avenue (approximately 2 blocks). Included in the reconstruction of the roadway is the replacement/extension of water main, water services and appurtenances and the replacement of sanitary sewer. The project also includes storm sewer improvements and the construction of a cast-in-place concrete retaining wall and replacement of concrete steps. The project includes two options of pavement replacement: PCC with integral curb and gutter and HMA with PCC curb and gutter. Additionally the project includes miscellaneous traffic control, erosion control, and surface restoration. Each bidder shall accompany its bid with bid security in the form of a bid bond, bank draft, cashier's check, or certified check payable to the City of East Dubuque for 5% of the total amount of the bid. Work on the improvement shall commence on or before the date specified in the written "Notice to Proceed" and the contract shall be completed by September 1, 2025. Liquidate damages in the amount of $1,000.00 will be assessed for each day that the work shall remain uncompleted after the end of the completion date, with due allowance for extension of contract period due to conditions beyond the control of the Contractor, as approved by the Owner. Warranty Period: The improvements shall be kept and maintained in good repair for a period of two years after Owner approval of the project. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), Procedures for Issuing Loans from the Water Pollution Control Loan Program (35IAC Part 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal "Build America, Buy America Act" requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58 This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in Division 1 of the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. The contractors shall pay prevailing wages in accordance with the Federal Davis-Bacon wages provision. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on the project, and that the contractors must ensure that employees and applicants or employment are not discriminated against because of race, color, religion, sex or national origin. All contractors and subcontractors that work within the State of Illinois right-of-way are required to be prequalified with the IDOT. The bid totals will be available at and after the public bid opening. However, an itemized bid tabulation, if applicable, will not be publicly available until after the Owner awards the contract and funding agency award concurrence is obtained. The City of East Dubuque reserves the right to reject any or all Bids or to waive any informalities in the bidding. Construction Estimate is $842,000.
