Renovation of a municipal facility in Memphis, Tennessee. Completed plans call for the renovation of a municipal facility.

As of March 11, 2026, a construction manager/general contractor has been selected for the project. *The closed solicitation has been included below for reference: RFP (Request for Proposal) to recommend selection of a Construction MRFP (Request for Proposal) to recommend selection of a Construction Manager/General Contractor to the State Building Commission. The project includes complete interior renovation of an existing 125,954 gross sq. ft. building. See the Programming Study Update 2024 by Williams Blackstock Architects (attached in the posted solicitation documents) titled Robert F. & Avron B. Fogelman Business Complex for detailed information. This project includes only the Phase 1 base interior renovation, plus the following alternates - renovate existing restrooms, and replacement of existing elevators. Phase 2 for the New Building Additional will occur at a later date if future funding is available. The Owner will have the option to award any future Phase 2 CM/GC contract to the selected CM/GC for this solicitation (based on performance of Phase 1 work). The scope of the project will include but will not be limited to the following as budget will allow: Architectural - Base renovation includes replacement of floor finishes, painting walls, ceiling replacements, minor space reconfiguration with demo and new drywall partitions, renovation of existing restrooms (Accepted Alternate), replacement of elevators (Accepted Alternate), replace doors and new electronic locks, add interior window / view lights, wood paneling and trim, and new acoustical ceilings throughout. Mechanical - Replace existing air handlers with fan wall units, utilize existing ductwork with modifications as required, replace piping, install VFD's, new terminal VAV units and diffusers, replace all pumps, new plumbing fixtures, domestic water heater, replace waste lines and supply if needed, add a fire pump. Other mechanical mods/replacements as required including new fire protection, replace boiler in adjacent chiller plant, and replace all controls. Electrical - New LED lighting, replace transformer, new motor control center, switchgear if needed. Included will be revisions/additions for ADA and current code compliance, fire safety systems, information technology, audio visual systems, interior signage, and security features.anager/General Contractor to the State Building Commission.
