Gouin Park Playground Improvements. Veterans Park District is now accepting sealed bid proposals for the Gouin Park Playground Improvements Project. D-R Rosemont, LLC is the Construction Manager for the Project. Gouin Park is located at 2400 Scott Street, Franklin Park, IL 60131 / 10030 W. Fullerton Ave., Franklin Park, IL 60131 Question Deadline 10/10/2024 at 5:00 PM CT Questions and/or Rfis Shall Be Directed via E-mail to Steve Thomas of D-r Rosemont, Llc at Degenandrosato@live.com With Copy to Degenandrosato@gmail.com. The Trade Packages Included Are: Bp 001 - Site Demolition, Site Utilities & Site Excavation Bp 002 - General Trades Bp 003 - Fencing Bp 004 - Asphalt & Concrete a Bid Security in the Form of a Bid Bond, Certified Check or Cash in an Amount Equal to 10 Percent of the Base Bid Amount Shall Be Submitted With the Bid. Should a Bid Bond Be Submitted, the Bid Bond Shall Be Payable to "veterans Park District." Veterans Park District Reserves the Right to Reject Any or All Bids or Parts Thereof, or Waive Any Irregularities or Informalities, and to Make the Award in the Best Interest of the Park District. All Bidders Must Comply With Applicable Illinois Law Requiring the Payment of Prevailing Wages by All Contractors Working on Public Projects. Bidders Must Comply With the Illinois Statutory Requirements Regarding Labor, Including Equal Employment Opportunity Laws. The Successful Bidder Will Be Required to Furnish Insurance Equal to or Greater Than the Specified Amounts and Conditions. The Cost of the Insurance Will Be Included in Each Bidder's Proposal. The Successful Bidder Will Be Required to Furnish a Performance Bond and Payment Bond to the Owner Equal to 100% of the Proposal Amount. The proposed work is officially known as "Gouin Park Playground Improvements" Project which generally consists of site improvements & playground improvements to the Gouin Park facility. The Gouin Park Playground Improvements Project is being separated into four (4) general lump sum contracts: 1. BP 01 - Site Demolition, Site Utilities & Site Excavation: The scope of this contract will includes site demolition, site utilities and site excavation improvements at Gouin Park. Plans and specs dated 2024-09-26 by Mackie Consultants, LLC. Any quantities provided on drawing are estimates; bidding contractor to verify quantities in field. a. Mandatory pre-bid meeting scheduled for Tuesday, October 8, 2024 at 8:00am at Grant Park, 44 W. Golfview Drive, Northlake, IL 60164. b. Site Demolition 1.Removal and salvage of remaining existing playground equipment for Owner's future use per plans. 2.Removal of existing wood chips per plans 3.Removal of existing railroad ties per plans. 4.Removal of existing curb/concrete sidewalk per plans 5.Removal of existing water fountain per plans. Cap water line for future use. 6.Removal of existing rubber surface per plans. 7.Removal of existing gazebo per plans. 8.Removal of plantings/trees per plans. 9.Removal and salvage of existing trash cans per plans. Reinstall by BP - 2 General Trades. 10. Removal and salvage of existing bike rack per plans. Reinstall by BP -2 General Trades. 11. Removal and salvage of existing bench per plans. Reinstall by BP - 2 General Trades. c. Site Utilities 1.Reuse of existing water service for water fountain replacement. Water fountain replacement per plans. See p. 6 of 13. 2. Manholes and catch basins per plans 3.Supply/Install storm sewer per plans. 4.Flap gates per plans. 5.Drains/underdrains & cleanouts per plans especially at play surfaces and pavers. 6.Include proposed light poles. See p. 6 of 13. Coordinate light pole location and connection to existing electrical system with owner. Include light poles, pole bases and conduits to existing panels. 7.Storm Sewer modifications detailed on p 13 of 13. Include removal / replacement of any pavement necessary for this work. See flap gate details on p. 9 of 13 8.Include record drawings. d. Site Excavation 1.Follow SWPPP plan. 2.Provide stabilized construction entrance (mud mat). 3.Install and maintain double row silt fence. Include selective vegetation removal for silt fence installation. 4.Grade/subgrade per plans. Temp stabilization of all areas including areas that have reached temporary grade with 7 days of last construction activity in the area. 5.Install inlet protection within all protection within all storm structures with open grates. 6. All disturbed areas shall be restored with 6 inches of top soil, blanketed and seeded 7.All drain tiles encountered during mass grading/utility work must be connected to the proposed sewer system. A record must be kept of any drain tile encountered, to be included in record drawings. 8.Any necessary frost ripping to be included in this bid package. e. Include multiple mobilizations for final setting of underdrains at play surfaces. f. Any necessary dumpsters and clean up are by this contractor. g. Bidder to include $15,000 general contingency allowance in this bid package. Billing against this allowance will be done via approved change order. At the conclusion of the Project, any amounts remaining shall receive a deductive change order to close out the contract. h. This contractor shall be licensed with the Village of Franklin Park and shall require that any subcontractors are licensed with the Village of Franklin Park. Contractor responsible for permits, municipal licenses and utility disconnects where necessary. i. Contact of JULIE prior to work starting. j. All work will be done by prevailing wage contractors and certified payrolls are required to be submitted monthly. 2. BP 02 - General Trades: The scope of this contract includes the general trades improvements at Gouin Park. a. Mandatory pre-bid meeting scheduled for Tuesday, October 8, 2024 at 8:00am at Grant Park, 44 W. Golfview Drive, Northlake, IL 60164. b. General Trades Work: 1.Install of owner supplied Benches and structural bases. 2.Rubberized surface per plans. 3.Supply and install of Shade Systems - rectangular sun shade - 30' x 60'. Contractor shall provide cut sheets and color for owner selection. 4.Installation of owner supplied all playground equipment including structural bases. c. Multiple mobilizations, as necessary, shall be included in pricing. d. Bidder to include $10,000 general contingency allowance in this bid package. Billing against this allowance will be done via approved change order. At the conclusion of the Project, any amounts remaining shall receive a deductive change order to close out the contract. e. This contractor shall be licensed with the Village of Franklin Park and shall require that any subcontractors are licensed with the Village of Franklin Park. Contractor responsible for permits, municipal licenses and utility disconnects where necessary. f. All work will be done by prevailing wage contractors and certified payrolls are required to be submitted monthly. 3. BP 03 - Fencing: The scope of this contract includes fencing improvements at Gouin Park. a. Mandatory pre-bid meeting scheduled for Tuesday, October 8, 2024 at 8:00am at Grant Park, 44 W. Golfview Drive, Northlake, IL 60164. b. Fencing Work 1.Temporary fencing with sandbags and 2 swing gates at construction entrance. Figure November 2024 through end April 2025 for pricing 2.Follow 5' outside of silt fence for lineal feet necessary. 3.Include removal and reinstall of existing ornamental fencing and concrete bases, if necessary. c. Include multiple mobilizations as necessary. d. This contractor shall be licensed with the Village of Franklin Park and shall require that any subcontractors are licensed with the Village of Franklin Park. Contractor responsible for permits, municipal licenses and utility disconnects where necessary. e. All work will be done by prevailing wage contractors and certified payrolls are required to be submitted monthly. f. Bidder shall not include an allowance for this bid package. 4. BP 04 - Asphalt & Concrete: The scope of this contract includes the concrete/asphalt improvements at Gouin Park. a. Mandatory pre-bid meeting scheduled for Tuesday, October 8, 2024 at 8:00am at Grant Park, 44 W. Golfview Drive, Northlake, IL 60164. b. Concrete / Asphalt Improvements 1.Provide concrete washout facility per plans. 2.All concrete sidewalk per plans 3.All concrete curb/ribbon curb per plans 4.All permeable pavers. Include signage for paver area. 5.All necessary HMA patching at connection to concrete sidewalk c. Bidder to include $10,000 general contingency allowance in this bid package. Billing against this allowance will be done via approved change order. At the conclusion of the Project, any amounts remaining shall receive a deductive change order to close out the contract. d. This contractor shall be licensed with the Village of Franklin Park and shall require that any subcontractors are licensed with the Village of Franklin Park. Contractor responsible for permits, municipal licenses and utility disconnects where necessary. e. All work will be done by prevailing wage contractors and certified payrolls are required to be submitted monthly.
