Each proposal shall be submitted in an opaque envelope prior to the time and date set forth in the Bid Deadline. Each proposal shall be addressed to the Village Clerk and shall bear on the face of the envelope the name of the bidder and a statement that it is to be opened for the contract at the date and hour as set forth in the Bid Deadline.
