2025 SEWER LINING PROGRAM consists of approximately 9,735 feet of 8", 10", 12", 15", 18", 21", and 24" dia. cured in place pipe lining at various locations in the Village. The work will include bypass pumping of the existing sewer flow, reinstatement of the existing lateral services, and all testing required for lining installation. Site Directions: Various locations within Franklin Park, IL. Bid Security in the amount of not less than five (5) percent of the Bid shall accompany each Bid in the form of bid bond, cash, certified check, cashier's check or draft payable to The Village of Franklin Park. The Bidder to whom a Contract is awarded shall be required to furnish either both a Performance Bond and a Payment Bond or an Irrevocable Letter of Credit acceptable to the Village for 100 percent of the Contract Price, in accordance with the requirements of the Contract Documents. The Contract shall be awarded to the lowest responsible bidder based on criteria set forth by the Village. The Village reserves the right to reject any and all Bids, award each schedule individually, and to waive any informalities or technicalities in bidding. The Village shall, in its sole discretion, determine what does or does not constitute an informality or technicality, and, in submitting a Bid, the Bidder agrees to be bound by that determination. No contract will be awarded to any person or entity that is in arrears to the Village of Franklin Park, Illinois upon any debt or contract with the Village of Franklin Park, Illinois, or who is a defaulter as to surety or otherwise upon any obligation to the Village of Franklin Park, Illinois. The successful Bidder will be required to furnish certificates and policies of insurance as stated in Article 7.0 of the Instructions to Bidders. CONTRACTORS must provide Certified Monthly Payroll Reports showing compliance with the Employment of Illinois Workers on Public Works Act, (30 ILCS 570), et seq., and the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. Questions about the project or Bid Documents should be addressed to Mark Weber from Smith Lasalle, Inc. at: mweber@smithlasalle.com Each proposal shall be submitted in an opaque envelope prior to the time and date set forth in the Bid Deadline. Each proposal shall be addressed to the Village Clerk and shall bear on the face of the envelope the name of the bidder and a statement that it is to be opened for the contract at the date and hour as set forth in the Bid Deadline. Immediately after the bid deadline, the proposals will be publicly opened and read aloud. Notwithstanding the foregoing, the Village reserves the right to defer, postpone, delay, or reschedule the Bid Opening for such time and to such date as the Village, in its sole discretion, determines is in the best interest of the Village. DESCRIPTION OF WORK AND PRODUCT DELIVERY A. The CIPP shall be continuous and joint-less from manhole to manhole or access point to access point and shall be free of all defects that will affect the long-term life and operation of the pipe. B. The CIPP pipe rehabilitation is accomplished by installing a resin-impregnated flexible tube which, when cured, will be continuous and tight-fitting throughout the entire length of the original pipe. The CIPP will span the full length of the existing pipe and provide a structurally sound, joint-less, and water-tight pipe. The CONTRACTOR is responsible for proper, accurate, and complete installation of the CIPP using the system selected by the CONTRACTOR. C. Neither the CIPP system, nor its installation, shall cause adverse effects to any of the OWNER’s processes or facilities. The use of the product shall not result in the formation or production of any detrimental compounds or by-products at the wastewater treatment plant. The CONTRACTOR shall comply with all local waste discharge requirements. The CONTRACTOR shall clean and restore existing surface conditions to its original condition and repair any of the CIPP system determined to be defective. The CONTRACTOR shall conduct installation operations in a manner to minimize obstruction and inconvenience to traffic, pedestrians, businesses, and property OWNERs or tenants. D. The CIPP shall fit sufficiently tight within the existing pipe and shall not leak through the wall of the installed pipe. If leakage occurs through the wall of the pipe, the liner shall be repaired as recommended by the CIPP manufacturer. Final approval of the liner installation will be based on a leak tight pipe. E. The CIPP shall be designed for a life of 50 years or greater, including corrosion resistance to the typical chemicals found in domestic sewage. F. The CIPP may be designed as a liner to rehabilitate the existing pipe or as a fully structural standalone pipe-within-a-pipe. The installed CIPP shall be a structurally designed pipe within a pipe, meet or exceed all contract specified physical properties, fit tightly within the existing pipe, and meet the tolerances specified. The installed CIPP shall withstand all applicable surcharge loads (soil overburden, live loads, etc.) and external hydrostatic (groundwater) pressure, if present, for each specific installation location. G. All active service connections shall be reinstated and opened robotically to their original shape and to 95% of their original capacity. Over-cut service connections shall be properly repaired to meet the requirements of these specifications. H. All materials furnished as part of this contract shall be marked with detailed product information, stored in a manner specified by the manufacturer, and tested to the requirement of this contract. I. The CONTRACTOR shall furnish samples for product testing at the request of the OWNER. The OWNER will deliver the samples to an approved laboratory and pay for all material and product testing performed under this contract. Any defects found shall be repaired or replaced by the CONTRACTOR.
