HCE Waterloo Solar LLC intends to construct and operate a project eligible for a permit by rule in Prince William County, Virginia, for the purpose of generating electricity through the capture of solar energy. The 19-megawatt solar generating facility will be located off Logmill Road, North of Haymarket and near VA Highway 15. The approximate 220-acre facility will contain an estimated 47,250 photovoltaic solar panels with an approximate maximum height of ten feet. These panels will be mounted on a single axis tracker system with rows oriented North to South. The system is designed to take advantage of already cleared areas, minimizing land disturbance, and to present little visibility from Logmill Road and VA Highway 15. Additional native plantings and natural vegetation will mitigate any visual impact. This notice is intended to encourage public participation and aims to 1) acquaint the public with the technical aspects of the proposed project and how the standards and requirements for small renewable solar energy projects, administered by the Virginia Department of Environmental Quality, will be met, 2) identify issues of concern, 3) facilitate communication and 4) establish a dialogue between the owner or operator and persons who may be affected by the project. A 30-day comment period during which members of the public may ask questions or comment on the technical and the regulatory aspects of the proposal shall begin on Friday, October 18, 2024, and continue through Sunday, November 17, 2024. A public meeting will be held at 5:00 pm Tuesday, November 5, 2024, at the Courtyard Manassas Battlefield Park, 10701 Battlefield Pkwy, Manassas, VA 20109.
