Prince William County Service Authority d/b/a Prince William Water is accepting competitive sealed bids from qualified Contractors for Dominion Valley Water Storage Tank (WST) Rehabilitation and Nottoway WST Partial Rehabilitation. Question Deadline 12/09/2024 at 1:00 PM ET Direct all inquiries to procurements@pwwater.org PROJECT LOCATION: Dominion Valley WST Rehabilitation Location: 5985 Antioch Rd, Haymarket, VA 20169 Nottoway WST Partial Rehabilitation Location: 2011 Horner Rd, Woodbridge, VA 22191 GENERAL DESCRIPTION: Provide all materials, equipment and labor necessary for the construction of Dominion Valley Water Storage Tank (WST) Rehabilitation and Nottoway WST Partial Rehabilitation. The work includes, but is not limited to the following: Dominion Valley WST Rehabilitation including the following: o Mobilization/Demobilization and Close-Out, including Tank Disinfection and Hydraulic testing. o Existing Conditions: Clean up vegetation, perform site grading for overflow discharge, modify overflow pipe splash pad with curbing, protect existing equipment, modify sampling station drain discharge at floor drain, and rotate existing overflow pipe duckbill valve by 90 degrees. o Concrete: Concrete and grout repair and recoating on interior and exterior tank base. o Miscellaneous Metals: Modify 6 Interior Dry ladders, install Safety Gates on platforms, replace ladder L6, and replace existing tube-style and notched rail cable fall protection devices with stainless steel cable safety climb fall protection, and 2 fullsafety harnesses and appurtenances. Provide new ladder bars and fall protection device to access the drainpipe valve. Replace overflow weir box and add Overflow Safety Valve, and add thrust support on interior dry. Remove painters rail, provide roof rigging ports, and reinforce compression ring. Manway modifications to six manways. o Thermal and Moisture Protection: Apply Spray-in-Place insulation and purchase and install two new unit heaters and replacement of existing temperature controlled exhaust fan. o Openings: Repair person door and jam, provide surface preparation and coating, and replace lock set. Weather proofing doors, clean-up, and confirming door contacts are secure and aligned. o Finishes: Perform interior and exterior surface pit repairs. Interior Dry surface cleaning, power tool clean, surface preparation, and coatings. Interior Wet surface repairs, abrasive blasting, and coatings. Exterior surface repairs, power tool clean, and overcoat, including anti-graffiti coating on first ten (10) feet of tank side wall. o Specialties: Furnish and install tank plaque and safety signage. o Heating, Ventilation, and Air Conditioning (HVAC): Replace 6 insect screens on interior dry vents with stainless-steel screens, pipe insulation, heat trace and unit heaters. o Electrical: Perform of testing wiring and lighting fixtures, purchase, fabrication, delivery, and installation of interior and site wiring (if necessary), replacement lightbulbs (lamps) and modification of conduit crossing for OSHA compliance. Furnish and install replacement Distribution Panel LPA, new surge protection device, and modify feeder and branch circuit identification. o Earthwork: Restoration and Minor Site Grading. o Exterior Improvements: Furnish and install fence and improvements and seed grass areas disturbed by performance of project work. o Utilities: Furnish and install instrumentation, PAX mixer tripod base for existing mixer, relocation of overflow pipe and supports o Water Equipment: Remove wrap insulation and replace Check, Butterfly, and Altitude Valves, and required piping to fit. Relocate existing side-mounted Pax mixer and modify to a free-standing tripod mixer. Nottoway WST Partial Rehabilitation including the following: o Mobilization/Demobilization and Close-Out, including Tank Disinfection and Hydraulic testing. o Existing Conditions: Clean up vegetation and perform site grading to create swale for overflow discharge, localized soil fill below fence forsecurity, modify overflow splash pad with curbing, install gravel surface with drain at tank dripline, and modify driveway with underdrain to restore site drainage across driveway, and waste management. o Concrete: Concrete and grout repair on exterior tank base. Interior concrete floor surface preparation, fillers, and epoxy coatings. o Miscellaneous Metals: Modify existing safety rails and install safety gates. Modify manway and re-route antenna cables. Stainless steel fall protection devices. Remove painter's rail, provide new roof rigging ports, reinforce compression ring and roof railing, replace overflow weir box, and interior container ladder. o Thermal and Moisture Protection: Apply Spray-in-Place insulation and purchase and install two new unit heaters and replacement of existing temperature controlled exhaust fan. o Openings: Person door and install motorized operator for overhead door, including weather proofing doors, clean-up, and confirming door contacts are secure and aligned. o Finishes: Perform interior and exterior surface pit repairs. Interior Dry surface cleaning, power tool clean, surface preparation, and coatings. Interior Wet surface repairs, abrasive blasting, and coatings. Exterior surface repairs, power tool clean, and overcoat. Exterior steel anti-graffiti coating on first ten (10) feet of tank side wall. Exterior surfaces abrasive blast and coatings. Tank interior Spray-in-Place insulation on walls and condensate ceiling of the tank. o Specialties: Furnish and install tank plaque and safety signage. o Heating, Ventilation, and Air Conditioning (HVAC): Screen replacement, motorized vent and unit heaters. o Electrical: Wiring check and lightbulb replacements. Replace existing distribution panel LPA to accommodate existing circuits and future power loads, install surge protection device integrated in the new switchboard and circuit identification o Earthwork: Site restoration and minor site grading. o Exterior Improvements: Regrade swale and seed grass areas disturbed by performance of project work. o Utilities: Furnish and install instrumentation, and removal of pipe insulation. o Water Equipment: Replace Check, Butterfly, and Altitude Valves provided by Owner, and add Ball valves, Air Bleed Valves, Pressure Gauge and Pressure Indicating Transmitter. Substructure: Cast-in-Place reinforced concrete foundation 24" wide ring wall b. Structure: The structure consists of steel fluted column made up of 4-rings. Loads from the water storage tank are transferred to the foundation beginning with the upper load transition ring, then to the fluted column and finally to the concrete foundation ring wall. The fluted column is equipped with three (3) interior (dry) circumferential ring stiffeners that also serve as walk around platforms. 1) Fluted Column: i. Dimensions: O 66'-0" CL (66' - 6" O.D. & 65'-6" I.D.) and 68' - 3" H ii. Plate Assignment: 4-rings 2) Upper Load Transition Ring: i. Plate Assignment: Located between bowl Rings #2 & #3 c. Container: The steel container or wet area where the water is stored is made up of one hundred and fifty-five (155) steel plates (including 1-dry ring, bottom dry riser access tube). Plate thicknesses tested ranged from 0.531" to 0.640" in the bowl (excluding the load transition ring), 0.250" to 0.281" in the roof and 0.375" in the drywell.
