Scope of Work This Request for Qualifications is for the purpose of selecting a consultant for Commissioning Services for the WSH-New Forensic Hospital: Commissioning project located at WSH in Lakewood, WA. This scope of work includes commissioning services only. The Department of Enterprise Services (DES) on behalf of DSHS has contracted architectural services with Hellmuth, Obata, Kassabaum, Inc. to design a New 350-Bed Forensic Hospital on the Western State Hospital campus in Lakewood, Washington. DES/DSHS contracted with Clark Construction as the General Contractor/Construction Manager (GC/CM) for this project. The design of the New Forensic Hospital project was recently completed. Clark Construction is currently providing Preconstruction services and construction site work in preparation for the main construction contract. The successful consultant will perform the commissioning process. The systems to be commissioned may include, but are not limited to; Building Envelope Systems Plumbing Systems HVAC Systems Electrical Systems Metering Systems Renewable Energy Systems Fire and Life Safety Systems Page 2 of 9 Electronic Safety and Security Systems Refrigerant Systems The successful consultant must demonstrate competences in meeting; LEED V4 BD+C, FGI Guidelines for Design and Construction of Hospitals (2018 Version) 2018 Washington State Energy Code, Commercial Provisions (WSECCP, Section C408) Consultant will be required to check the systems periodically for one year after substantial completion. The consultant will utilize the commissioning software selected by the GC/CM. The preliminary Maximum Allowable Construction Cost (MACC) for this project is $700,000,000. This Project is funded for Design and partially funded for construction with the balance of construction funding anticipated in 2025-2027 biennium.
