Reference Number: 0000364560 The Town of Fraser, CO, is seeking a qualified organization to construct a family friendly bike park with a progression of skill features, in line with the attached conceptual design, to be located within the Town of Fraser, adjacent to the southern Lions Pond in the Cozens Ranch Open Space. Scope of Work is as follows. Provide the level of site plans and construction specifications/ documents necessary to comply with Town of Fraser's grading and floodplain land use development permit processes and any potential unforeseen FEMA requirements. Present a finalized design in line with the currently approved conceptual design along with a detailed budget broken out by bike park components and timeline for completion. The possibility of some design adjustments may be proposed to the Town to enhance the quality of the bike park and user experience based on the builder's professional expertise, as well as to recognize cost savings, where it makes sense and without sacrificing overall quality. Proposed modifications should remain within the current bike park footprint, be in line with the spirit of the approved conceptual design with similar elements, features, and skill progression. Provide appropriate drainage plans and work in consultation with Town staff and partners to ensure zero sediment runoff into the Fraser River and minimization of potential flooding and water issues within the park. Accompanying landscaping may also be proposed. Provide an ongoing suggested bike park maintenance plan, schedule and estimated budget for future years. Bike park construction is slotted to begin in 2025. Build out will potentially be in phases, dependent on budget and funding. Phase one should include at minimum the bicycle playground and skills track (these elements are covered in a CDOT grant that the Town has received which requires the money be spent and corresponding work completed in 2025)), as well as additional bike park components that fit within the budget come time of construction. Additional phase(s) if needed will ideally be completed by 2026 assuming budget and funding allow. Additional project information and submission requirements are found in the attached Fraser Bike Park RFP document. Budget $485,000 has presently been secured for the bicycle playground, skills track, and additional bike park components as feasible. Additional funds are actively being sought and may be secured prior to construction through ongoing grant applications and local fundraising/ sponsorship efforts. While it is hoped that a complete build out may be possible in 2025, if needed, bike park components may be built out over time as funding is secured and the proposed budget allows. The Town may also be in a position to allocate additional funds as needed and dependent on budget and funding moving forward.
