The City of Richmond is accepting bids for the construction of the construction of the Jahnke Road Improvement Project from Blakemore Road to Forest Hill Avenue project to provide general contracting services that include, but are not limited to clearing, grubbing and demolition of pavement to complete the project improvements. The City of Richmond is accepting bids for the construction of the Jahnke Road Improvement Project from Blakemore Road to Forest Hill Avenue. The work shall include clearing, grubbing and demolition of pavement to complete the project improvements. The scope of work shall provide roadway construction services that include, but are not limited to curb and gutter, raised landscaped median, pavement widening, ADA compliant sidewalks, an ADA compliant asphalt shared-use path, installation of a traffic signal, storm drainage improvements, signing and pavement markings, landscaping and significant water and sewer relocations. Public utilities have been adjusted to eliminate impacts to this project. All work to occur within Right of Way and Easements which has been acquired from all effected property owners. 1.2.2. General Information Jahnke Road Improvement Project State Project No.: U000-127-154, PE101, RW201, C501 Federal Project No.: RSTP-127(878) City Project No.: 100570 UPC:19035 Drawing# O-28396 A. All work shall be performed in accordance with the latest applicable standards and specifications of the City of Richmond, and the latest versions of Virginia Department of Transportation (VDOT) 2016 Road and Bridge specifications, 2016 Road and Bridge Standards, 2011 WorkArea Protection Manual, and the Manual on Uniform Traffic Control Devices (MUTCD), as applicable This project is funded by the Virginia Department of Transportation Highway Safety Improvement Program under the 2005 Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) and is subject to federal contract provisions and the Davis Bacon General Wage Decision. Should there be any discrepancies among mandatory requirements of federal, state and/or local laws or regulations, the most restrictive shall apply. The project is federally funded and is subject to the Davis Bacon General Decision. This project has a 13% DBE goal. The successful contractor must submit certified payroll with monthly invoices to ensure monthly compliance. Allotted time for construction under the base bid is 820 consecutive calendar days which includes calendar days for inclement weather. Any bidder submitting a bid for a construction Contracts in excess of $100,000 shall submit to the City a bid guarantee of not less than five percent (5%) of the bid amount set forth in item 14 of the Bid Form. Such security may be a certified check or a cashier's check or a Bid Bond made payable to the Owner. The Owner may require bidders submit bid security for lesser bid amounts, however, this will be so stated in the Invitation for Bid. The Owner reserves the right to waive minor informalities and irregularities. A minor informality or irregularity is one that is merely a matter of form and not of substance or some immaterial defect in a bid or variation of a bid form that can be corrected or waived without being prejudicial to other bidders. The defect or variation is immaterial when the effect on price, quantity, quality or delivery is negligible.
