Site work and paving for a mixed-use development in Richmond, Virginia. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The City of Richmond is accepting bids for the resurfacing of portions of Richmond Highway (formerly known as Jefferson Davis Highway) to provide general contracting services that include, but are not limited to milling, sweeping, patching, restoration (when needed), sidewalk repair, handicap ramp up grades to meet ADA requirements, pavement marking, etc. The project includes milling and overlay of the existing road surface while ensuring compliance with all applicable local and federal regulations. The work must enhance the roadway's performance and extend its lifespan, ensure safety for all users, and meet aesthetic expectations. The City of Richmond seeks to hire a qualified contractor to accomplish the specified tasks in accordance with the details outlined herein. The City of Richmond will make the award to the lowest responsive/responsible bidder. The Department of Procurement Services reserves the right to conduct any test it may deem advisable and to make all evaluations necessary. The City of Richmond also reserves the right to reject any or all bids/proposals, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the City of Richmond to be in its best interest. The City also reserves the right to award in whole or in part; to one vendor or multiple vendors, whichever is deemed to be most advantageous and in the best interest of the City. Any bidder submitting a bid for a construction Contracts in excess of $100,000 shall submit to the City a bid guarantee of not less than five percent (5%) of the bid amount set forth in item 14 of the Bid Form. Such security may be a certified check or a cashier's check or a Bid Bond made payable to the Owner. The Owner may require bidders submit bid security for lesser bid amounts, however, this will be so stated in the Invitation for Bid. The bidder shall deliver such Bid Bond or check with the understanding it shall guarantee that the bidder will not withdraw its bid during the acceptance period indicated in the Invitation for Bids except as defined in paragraphs 2.42 and 3.1 of the Contract Documents; that if the bid is accepted, the bidder will enter into a formal Contract with the Owner in accordance with the Contract Documents; and that Performance and Payment Bond, and Certificate of Insurance will be given; and that in the event of the failure to enter into said Contract and give said Bonds and Certificate of Insurance within fifteen(15) days after it has received notice of acceptance of its bid, the bidder shall be liable to the Owner for the full amount of the bid guarantee or the difference between the bid for which the bond was written and the next low bid as representing the damage to the Owner. Forfeiture under a Bid Bond shall not exceed the lesser thereof. The Bid Bonds and checks shall be returned to all except the three lowest bidders after the formal opening of bids. The remaining bid bonds and checks will be returned to the three lowest bidders after the accepted bidder has executed the Contract, Performance and Payment Bonds and Certificate of Insurance and the Owner has approved them. This work is anticipated to begin spring 2025. The performance period shall be 85 consecutive calendar days total. This time period takes into account lost days for holidays and inclement weather. The City of Richmond reserves the right to reject any and all bids.
