King George County Wastewater Improvements. Question Deadline 11/01/2024 at 1:00 PM ET All questions must be submitted in writing directly to the King George County Procurement Specialist at the address referenced above. Questions will be accepted until Questions may be sent by fax or email. King George County on Behalf of the King George County Service Authority, a Political Subdivision of the Commonwealth of Virginia and a Body Politic, Herein Referred to as Kgc, Desires to Obtain Bids for the King George County Wastewater Improvements. This Invitation for Bids (Ifb), Plus the Resulting Contract Shall Be Consistent With and Governed by the King George County Purchasing Ordinance and Has Been Prepared in Accordance With the Virginia Public Procurement Act. For Ease of Reference, Each Individual/firm Submitting a Response (Bid) to This Invitation for Bid (Ifb) Will Hereinafter Be Referred to as a "bidder". A Bidder Whose Bid Results in an Award Will Hereinafter Be Referred to as a "contractor". For any Contractor interested in visiting the site prior to submitting a bid they shall coordinate with KGC for access. Scope of Work The contractor shall perform all work in accordance to the attached plans and specifications. The Contractor shall coordinate with the King George County Service Authority through the entirety of this project. The lump sum price shall be for the Contractor to provide all labor, insurance, materials, equipment, tools, transportation, permits, disinfection, startup, cleanup, and all appurtenant work required to perform the work in accordance with this IFB, all applicable codes, regulatory agency requirements, and the attached Standard General Conditions. Provide all documentation on all assets installed. Dispose of all items and materials removed from project unless otherwise directed by the Service Authority. Track and quantify all materials used in construction and restoration BOND, PERFORMANCE, PAYMENT BONDS: Contractor shall provide Performance and Payment Bonds as required by the attached General Conditions of the Construction Contract. SPECIFICATIONS: The King George County Service Authority King George County Wastewater Improvements project is an ARPA funded project that will increase reliability and efficiency of wastewater services for the County. EXAMINATION OF IFB DOCUMENTS AND WORK SITES: Before submitting a Bid, each Bidder must (a) examine the IFB Documents thoroughly, (b) visit the work sites to familiarize himself with local conditions that may in any manner affect cost, progress or performance of the Work, (c) familiarize himself with federal, state and local laws, ordinances, rules, and regulations that may in any manner affect cost, progress or performance of the Work, and (d) study and carefully correlate Bidder's observations with the IFB Documents, and (e) notify the King George County Procurement Specialist of all conflicts, errors, or discrepancies in the IFB Documents. PURPOSE: The Purpose and Intent of this Invitation for Bid (IFB) is to establish a Lump Sum Bid, from qualified sources, for a Contractor to provide all services, labor, and materials necessary for the King George County Wastewater Improvements specified in the attached contract documents. All work shall be in accordance with the applicable requirements of King George County Service Authority Standards & Specifications, the Virginia Erosion and sediment control (ESC) Law, attached Division 1 Specifications, and attached Technical Specifications. The Contractor shall provide all labor, insurance, materials, equipment, tools, transportation, permits, electrical, installations, testing, coordination, startup, cleanup, and all appurtenant work required to perform the work in accordance with this IFB, all applicable codes, regulatory agency requirements, and the attached Standard General Conditions. COMPETITION INTENDED: It is KGC's intent that this IFB permit competition. It shall be the Bidder's responsibility to advise the Procurement Specialist, in writing, if any language, requirement, specifications, etc., or any combination thereof, inadvertently restricts or limits the requirements stated in this IFB to a single source. Such notification must be received by the Procurement Manager no later than five (5) business days prior to the date set for bids to close. PERIOD OF CONTRACT: The contract term shall be Five Hundred and Forty Days (540) days from the date of Notice to Proceed to Substantial Completion. An additional thirty(30) days following substantial completion will be allowed to achieve final completion. King George County does not discriminate against faith-based organizations in accordance with the Code of Virginia, 2.2-4343.1 or against any Bidder because of race, religion, color, sex, national origin, age, disability, or any other basis prohibited by law relating to discrimination in employment. Name and Address of Firm/Individual Submitting Bid AWARD: The award will be made to the lowest responsive and responsible Bidder that meets the specification for all items and services indicated herein. KGC reserves the right to reject any or all bids, in whole or in part, to waive any informality and to delete items prior to making the award, whenever it is deemed, in the sole opinion of KGC, to be in its best interest. KGC reserves the right to make the sole determination of whether the product/service offered meets the required level of quality and is acceptable. KGC's decision shall be final.
