Renovation of an educational facility in Kent, Ohio. Conceptual plans call for the renovation of a educational facility.
White Hall was constructed in 1966 and is currently home to the College of Education, Health and Human Services. It is the second largest academic building on the Kent Campus featuring 20 classrooms and 20 seminar rooms and many department, staff and faculty offices within its envelope. In 2022, a major heating, ventilation and air conditioning (HVAC) project was undertaken that added a ground level mechanical room and provided new HVAC infrastructure to the first and second floors. However, much of the original HVAC equipment still remains in the balance of the building's 130,000 sf. While Phase One focused on HVAC systems, subsequent phases of this project will improve the highly utilized instructional spaces and adjacent circulation areas in White Hall while extending the new HVAC system upgrades throughout the remaining floors three through five. In addition, Phase Two will produce a comprehensive design and estimates for all succeeding phases through Schematic Design which includes classroom improvements and the remaining mechanical and electrical equipment replacements throughout the building. Along with the CMR, it will then be determined what scope elements are captured in the immediate Phase Two project funded by the FY25/FY26 biennium. The project funding allocated in this RFQ is for Phase Two only with the anticipation that additional funding will be allocated towards White Hall in future capital bills, and the agreement may be extended for future phases. B. Scope of Services This selection process is intended to identify a single Architect/Engineer team for all remaining phases. This contract will be written for only the Phase Two scope. The Program of Requirements has been developed by the Office of the University Architect. The selected A/E should account for some detail refinement within the program -i.e. required number of data drops and power locations within spaces--but the A/E will not be revisiting overall types of space and size allotments. This level of refinement will take place at the end of schematic design. The project will commence with Schematic Design. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth& Equity (EDGE) Program as required by statute and the Agreement. Total Project Cost: $10,000,000.00 Professional Services Start: 01 / 25 Construction Notice to Proceed: 03 / 26 Substantial Completion of all Work: 06 / 27 Professional Services Completed: 09 / 27 I. Evaluation Criteria for Selection o Demonstrated ability to meet Owner's programmed project vision, scope, budget, and schedule on previous projects. o Previous experience compatible with the proposed project (e.g., type, size) including phased construction in an occupied building o Relevant past work of prospective firm's proposed consultants. o Past performance of prospective firm and its proposed consultants. o Qualifications and experience of individuals directly involved with the project. o Proposer's previous experience (numbers of projects, sizes of projects) when working with its proposed consultants. o Specification writing credentials and experience. o Experience and capabilities of creating or using Critical Path Method (CPM) schedules and of using CPM schedules as a project management resource. o Approach to and success of using partnering and Alternative Dispute Resolution. o Proximity of prospective firms to the project site. o Proposer's apparent resources and capacity to meet the needs of this project. o The selected A/E and all its consultants must have the capability to use the Internet within their normal business location(s) during normal business hours. The method of Contractor Selection has not been Determined at this time.
