Renovation of a manufacturing facility in Blakely, Pennsylvania. Completed plans call for the renovation of a 516-square-foot, one-story above grade manufacturing facility.
Blakely Borough Recreation Complex ADA Restroom Project This project will consist of complete removal of all existing bathroom fixtures, partitions, lighting and plumbing to allow for realignment of the facilities to accommodate current ADA Standards. The existing building, as originally constructed, will not meet current ADA standards. New sinks, toilets, urinals, partitions, piping, mirrors, and light fixtures will be added, including toilets and sinks that are the correct height to fulfill current ADA Standards. A new acrylic floor will be provided to allow for a smooth, level surface because of the relocation of the bathroom amenities. The interior renovations need to be accomplished to allow for the expansion and relocation of the ADA restroom partitions to support current ADA Standards. The exterior concrete walkways will need to be removed and replaced to remove existing barriers and incorrect slope that exceeds current standards. Each bid shall be accompanied by a bid bond or certified cashiers check, in favor of Lackawanna County, in an amount not less than ten percent (10%). Bidders must submit with their bids all forms listed in the Attachments to Plans and Specifications. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. Bidders who have been contacted and to whom commitments have been made must submit documentary evidence of minority and women business enterprises and Section 3 business concerns. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Lackawanna County reserves the right to reject any or all bids or to waive any informalities in the bidding. No bid may be withdrawn for a period of 60 days. The Project Area ofthis Site Preparation Contract consists ofthe following general area: Blakely Borough Recreation Complex, Blakely Borough as shown on the Construction Drawings designated as Drawing No.'s CS, C-l, D-l, D-2, A-1 and MEP- Question Deadline 11/07/2024 No oral interpretation will be made to any Bidder as to the meaning of the Contract Documents or any part thereof, Every request for such an interpretation shall be made in writing to the OWNER, Any inquiry received seven (7) or more days prior to the date fixed for opening of Bids will be given consideration, Every interpretation made to a Bidder will be in the form of an Addendum to the Contract Documents, and when issued, will be on file in the office of the OWNER and the office of the Engineer at least one (1) day before Bids are opened, The Owner has established minimum participation levels (MPLs) at 5% for minority business enterprises (MBE) and 3% for women business enterprises (WBE) for tills project to be used solely as a threshold in determining bidder1 responsibility, A bidder will not be rejected as not responsible solely because it fails to reach the MPLs. To determine the participation level which as been reached, a bidder may divide tire total dollar amount of the commitments by the total dollar amount of the bidder's bid.
