In accordance with the Federal Funding Accountability Act of 2006, the contractor assures that it, as well as it's subcontractor(s), shall register in the System for Award Management (SAM). Requirement is further explained in the specifications. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109, and E.O. 11246. Bids must be submitted for the project on the unbound Bid Form included with the Bidding Documents. Bid envelopes must clearly be labeled "Dixon WWTP Phase 1 Improvements" and include Bidder name and address. Failure to include the label information on the sealed bid envelope shall be returned without further consideration. Each bidder must submit a bid security in the amount of five percent (5%) of their total bid. The Owner reserves the right to reject any or all bids, to waive informalities or irregularities, and to determine the lowest responsive and responsible Bidder, and to award the contract on that basis. All Labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Missouri Department of Labor and Industrial Relations, Division of Labor Standards.
