professional consultants to complete a scope of work related to community engagement and the planning for the Oakesdale Mill in Oakesdale, Washington. The work aims to help inform the Port Commission and the community of economically viable opportunities for redevelopment of this site and the necessary courses of action. The method of Contractor Selection has not been Determined at this time. RFP NOTES: Method of Submittal: Proposals must be in writing and address each of the elements outlined in the Request for Proposal (RFP). Submittals must be made electronically and be formatted in searchable .pdf format. The submittal shall be organized in the order of the Contractor Required RFP Submittals listed below. The maximum upload file size is 1000 MB. Please do not embed any documents within your uploaded files, as they will not be accessible or evaluated. Proposals are submitted by email to brenda@portwhitman.com. The email must have "Oakesdale Mill Consultant" in the subject line. It is the Proposer's responsibility to confirm the Port's receipt. In addition to the CERB planning study minimum requirements (Attachment D), the contract for the planning study will include the following elements: Engage and grow a steering committee and hold regular planning meetings Identify funding for community engagement efforts to inform and seek input/feedback Site attribute analysis to determine the type of development that the site can support, including zoning, affect to the state or local transportation system, environmental restrictions, site's overall adequacy to support the anticipated development upon project completion Infrastructure assessment to document in GIS format (.kmz or .shp) infrastructure that is available, infrastructure gaps, and any solutions to overcome challenges including but not limited to: Access, parking, ADA accessibility, permits Utility availability: water, fire flow, sewer, power, natural gas, phone, telecommunications, irrigation, and stormwater control/mitigation Evaluate the site (land only and existing structures), including a survey of boundaries in GIS format (.kmz or.shp) Environmental review including: cultural, wetlands, geotechnical studies, and SEPA Preparation of pre-design work including professional facility design documents (basic architectural schematics and specifications, design, and cost estimates) Create a funding plan Planning phase project management Market strategy containing action elements, including development of preliminary marketing materials Identify options for potential businesses, including efforts to recruit local, home-based, market vendors to start a business or expand their business Analysis of existing recruitment and business support for similar projects and development of a similar strategy for this project The Port will have the right to reject any and all proposals and in particular to reject a proposal not received by the date above or any proposal in any way incomplete or irregular. The Port further reserves the right to accept that proposal which is in the best interest of the Port of Whitman County. The Port reserves the right to reject any proposal if the Port's review of the above submittals and its investigation fails to establish that the Contractor possesses to the satisfaction of the Port, in its discretion, the qualifications necessary to fully, properly and timely carry out all obligations described in this Request for Proposal Document. The Contractor will be required to comply with all Local, State and Federal laws and regulations pertaining to equal employment opportunities. The Contractor will upon successful award be required to execute a contract with the Port. With the support of the Oakesdale community, the Innovia Founda-on conducted a preliminary feasibility study (A.achment A), Phase I Environmental Site Assessment (A.achment B) and purchased the mill in early 2024 with the intent of preserving it as part of the history and culture of the town and region. Innovia reached out to the Port of Whitman County to discuss transferring ownership of the mill to the Port to support future economic development ini-a-ves. Innovia and the Port signed a Memorandum of Understanding (A.achment C) on September 5 to start the transfer an-cipated to be completed on October 23, 2024. Women- and minority-owned business enterprises (WMBE) and veteran-owned firms are encouraged to respond to this opportunity.
