The owner has determined a prequalified list of design build companies. Request for Qualifications (RFQ) for Design-Build Construction Services Emmett Independent School District No. 221, Idaho, is soliciting Statements of Qualifications for creation of a list of pre-qualified Design Build firms for a period of three (3) years. Selected Firms will assist the Emmett Independent School District No. 221 in establishing budgets, schedules, and construction for projects with an anticipated value greater tha $75,000. Selected Firms must be licensed in the State of Idaho and have the appropriate Public Works License Classification. Projects may include renovations/improvements to existing facilities. The School Districts "Qualification Based Selection (QBS) is to comply with Idaho Code 67-2320. The procedure provides for an orderly process of: 1. Solicitation of professional qualification, 2. Evaluation and ranking of qualifications, 3. Establishment of a ranked list of service providers, and 4. Negotiations of score services and fees. The purposed projects may be funded by proceeds from House Bill 521 and future proceeds. The District anticipates that a full complement of Design Build services will be required with the Design Builder representing the Districts Interests in having projects completed on time, within budget, and as planned with minimum disruption to the school district. It is anticipated that the AIA Document A142-2014 Standard Form Agreement Between Owner and Design Builder will form the basis of the services agreement. Firms submitting on the Request for Qualifications must provide the following: - Firm History & Capabilities statement: 20 Points Company History Company Philosophy and Mission Statement Size Resources Community Involvement with Emmett Independent School District No. 221 - Prior Experience: 20 Points Provide a minimum of three (3) examples within the past five (5) years with similar scope and letters of reference for each. - Design Build Team: 30 Points Provide proposed project team and resumes Provide project team organizational chart clearly illustrating proposed staffing, local knowledge is preferred. Provide your construction management technical approach to projects. Provide your firm's approach to Safety practices and procedures. Describe your home office support staff by name, position, and provide flow chart of how pay requests will be received, approved and prepared for payment. Project Approach: 30 Points Provide detailed approach for CM/GC Services, specifically budget controls and scheduling. Provide examples of successfully phased projects while working in and around occupied facilities.
