The City of Bell is seeking Bids for Commercial Rehab Project, #4320 Gage Ave. Question Submission Deadline:October 25, 2024, 4:00pm If any person contemplates submission of a bid for the proposed contract and is in doubt as to the true meaning of any part of the specifications or other proposed contract documents, or find apparent discrepancies in, or apparent omissions from the specifications, he may submit to the City Engineer of said City of Bell a question requesting an interpretation or correction thereof, which must be received through the Procurement portal Scope of Work for Commercial Facade Rehab Project 1. Summary The City of Bell, California, is seeking submittals from qualified contractors for a Commercial Facade Rehabilitation Project aimed at enhancing the visual appeal and structural integrity of commercial properties located within defined areas of the city. The project is designed to promote local businesses, boost economic development, and revitalize the community's appearance. Contractors will be required to successfully complete all phases of work as outlined in this scope, adhering to applicable local, state, and federal guidelines, including safety and environmental considerations. Service Requirements The contractor will provide a qualified project manager who will coordinate all aspects of the project and serve as the primary point of contact with city officials. Materials must be delivered to the job site in a timely manner to avoid delays in construction. Delivery schedules should align with project milestones outlined in the approved timeline. The contractor must ensure that all materials used are compliant with the specifications agreed upon in the contract and that they will remain on-site until required for use. Any changes in delivery timelines must be communicated to the city immediately, including reasons for delay and proposed resolutions. Upon completion of the project, the contractor shall schedule a final walkthrough with city staff to ensure all aspects of the project conform to the agreed specifications and standards. 5. Environmental Requirements The contractor shall comply with all local, state, and federal environmental regulations, including waste disposal and erosion control practices. Dust suppression measures are necessary during construction to minimize air pollution, including but not limited to using water sprays to mitigate dust. Lead safety protocols need to be in place if any work involves the disturbance of lead-based paint. The contractor must provide appropriate training and follow safety guidelines as detailed in the Lead Renovation, Repair, and Painting rule (EPA 40 CFR Part 745). Materials disposed of from the project must comply with all waste management and recycling regulations established by the city. 6. Payment Structure Payments will be made based on a predetermined schedule aligned with project milestones as approved in the contract. The contractor shall submit invoices that clearly outline work completed to date and materials used, supported by necessary documentation. A retainage of 5% may be withheld until the final inspection and completion of any contractual obligations. Final payment will be contingent upon project completion, delivery of required documentation, and compliance with all project specifications. 8. Submittal Submission Requirements Contractors interested in submitting proposals are required to include the following elements: Experience and qualifications, including references from similar projects completed in the past five years. Complete breakdown of costs, including labor, materials, and any other expenses associated with the project (Please Reference Bid Package). Proof of insurance and contractor's license. Proposals must be submitted by the specified deadline in accordance with the solicitation instructions. 9.
