Site work and paving for a sidewalk / parking lot in Bristol, Tennessee. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The Bristol Redevelopment and Housing Authority ("BRHA") will accept sealed Proposals from qualified, licensed firms to provide parking lot pavement improvements for specified developments of Bristol Redevelopment and Housing Authority located in Bristol, Virginia. Related work to include but be not limited to applying pavement seal coat, pavement markings and parking lines and all associated work. The Bidder shall furnish all labor, materials and supplies, equipment, tools and any services, accessories and procedures necessary to perform under these specifications in an expeditious, substantial and workmanlike manner to the satisfaction and acceptance of the Bristol Redevelopment and Housing Authority. The work to be performed under this contract is on a project assisted under a program with direct financial assistance from the United States Department of Housing and Urban Development and is subject to the requirements of the Section 3 clause of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u. The parties of this contract will comply with the provisions of said Section 3 clause and the regulations issued pursuant thereto by the Secretary of Housing and Urban Development set forth in Title 24 of the Code of Federal Regulations. Compliance with the provisions for Equal Employment Opportunity is required on this project. The sender is responsible for confirming receipt of email by BRHA. Question Deadline 11/05/2024 at 4:00 PM ET The Bristol Redevelopment and Housing Authority reserves the right to reject any or all Bids and to waive any informality in proposals received whenever such rejection or waiver is in the best interest of Bristol Redevelopment and Housing Authority. PURPOSE: The purpose of this Invitation for Bid ("IFB") is to obtain bids from qualified and appropriately licensed Contractors to provide the labor, materials, equipment, and permits necessary for parking lot pavement improvements for specified developments of the Bristol Redevelopment and Housing Authority ("BRHA"). The work wil include but be not limited to applying pavement seal coat, pavement markings and parking lines and all associated work. Sole criteria for contract award are made to the responsive and responsible bid offering the lowest price. Project time is 120 calendar days from contract execution to final completion. SCOPE OF WORK: Contractor must provide all labor, materials, equipment, permits and other necessary resources to properly perform the services per the specifications as outlined herein: 1. Remove vegetation from any cracks and along the edge of asphalt surface and apply a total vegetation control herbicide at specified label rates for control under asphalt surfaces. 2. Thoroughly clean asphalt with a high power blower with air speeds equal or exceeding 200mph and hand wire broom as necessary. 3. Prep any oil, gas or diesel spots with a suitable primer compatible with sealcoating product. 4. Seal cracks with a product that is suitable for crack size and also compatible with sealcoating product. 5. Sealcoat (two applications at a rate of 0.11 - 0.13 gallon/yd2) with a Coal Tar Pitch Emulsion (CTPE) sealer that meets or exceeds RP 355e and ASTM D5727 specifications and standards. Include CTPE sealer specifications. 6. Work must be accomplished between 8:00 a.m. - 8:00 p.m. Monday through Saturday. 7. Cleaning or maintenance performed on the job site of equipment used during the completion of any job must be done in a manner as to prevent runoff, and possible contamination of soil or drainage areas, waterways and estuaries. 8. Restripe existing parking spaces with Hotline traffic marking paint white. 9. Restripe existing handicap spaces, universal symbol of accessibility, and ADA access ways with Hotline traffic paint blue. Following the ADA Standards for Accessible Design (28 CFR Part 36) 10. Repaint existing lane indicator arrows and crosswalk with Hotline traffic marking paint white. 11. The project is for BRHA's Parking Lots located in Bristol, Virginia 12. Contractor is responsible for traffic control during seal coating and painting process Scope of Work Special Conditions Are As Follows: Although Coal Tar Pitch Emulsion is specified in the above scope of work, sealcoating products of comparable quality and durability without the toxicity of CTPE products may be acceptable for this job quote. Please specify this product change in your bid. Contractor wil be responsible for visiting site to determine preparation, materials, labor, and equipment required for completing quotation document. Contractor will be responsible for the safety of the public and vehicles while performing work. Contractor wil be responsible for maintaining an entrance and exit way for the public, while allowing the proper cure time for the CTPE Contractor will be responsible for closing off parking lot and directing traffic into the altenative parking. Contractor will be responsible for keeping work area safe and secure from the general public. Contractor will be responsible for removing all job related trash and debris daily. Contractor will be responsible for damage to utilities and manmade structures. Owner (BRHA) reserves the right to stop or reschedule work due to conditions in the Parking Lot Contractor shall follow all applicable City, County, State and Federal codes and regulations, as wel as proper safety requirements. Contractor will be responsible for weekly Davis Bacon Certified Payroll submittal. Contractors shall submit all products to BRHA for review and approval prior to starting work. Three (3) copies of each product shall be submitted using industry standards for product submission to BRHA. BRHA wil return one (1) copy to the Contractor.
