Sealed Proposals will be received by the Borough of Heidelberg, Allegheny County, Pennsylvania for: Selective Pavement Maintenance consisting of 1,850 S.Y. of 2 Rotomilling including cutting keyways and installing 1,850 S.Y. of 2 Superpave 0 to 0.3 Million Esals Fine Graded Wearing Surface, Traffic Control and Restoration. All bidders on this project must be pre-qualified by Penn DOT for the classifications of work included in the Contract as prime general contractors. The valid Penn DOT pre-qualification certificate must be attached to the outside of the bid envelope or else the bid will not be opened and it will be returned to the Bidder. The major classifications include the following codes: E (Flexible Base Course), F (Bituminous Pavement), and H (Bituminous Pavement Patching Manual). After the bids are opened, the Owner will verify the pre-qualification of the low bidder with the Penn DOT Pre-qualification Office. No bidding documents will be provided electronically unless payment is received. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. Pennsylvania Prevailing Wages are required to be paid on this contract. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Borough of Heidelberg in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Proposals must be made to the Borough of Heidelberg, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
