Subject to conditions prescribed by the undersigned, Prequalification Questionnaires from Contractors licensed as follows: C-11 Elevator Contractor are invited for the following work: JOC FM29 Main Campus Elevator Modernization University of California, San Diego Estimated Construction Cost: $5,000,000 DESCRIPTION OF WORK: The University is seeking to hire a C-11 Elevator Contractor to perform renovation and modernization of elevator systems as part of the Campus Elevator Modernization projects, using a Job Order Contracting (JOC) delivery method. The Elevator Modernization project aims to upgrade and enhance the performance, safety, and efficiency of existing traction and hydraulic elevators within existing Buildings. This initiative is crucial to ensure compliance with current safety codes and regulations, improve reliability, and enhance user experience for occupants. Scope of Work may include: Traction Elevators: Replace outdated control systems with state-of-the-art microprocessor-based controls. Upgrade traction machines and motor drives to improve efficiency and reduce energy consumption. Install new door operators and door protection systems to enhance safety and reliability. Upgrade cabin interiors, including lighting, fixtures, and finishes for a modern aesthetic and improved user experience. Hydraulic Elevators: Replace hydraulic control valves with modern, energy-efficient models. Upgrade piston seals and buffers for smoother operation and improved reliability. Install new electronic controllers for precise floor leveling and enhanced ride quality. Upgrade cabin interiors, including lighting, fixtures, and finishes to improve aesthetics and usability. A Job Order Contract (hereinafter called JOC) is a competitively bid, firm-fixed priced, indefinite quantity contract and includes a collection of detailed tasks and specifications that establish allowable unit prices. The JOC will be awarded to a C-11 Elevator Contractor for the accomplishment of elevator modernization, repair, and other associated services managed by the Facilities Management department within UC San Diego. The contractor must hold a valid CSLB C-11 license: Elevator Contractor. Experience in JOC is not required but highly preferred. All work under this contract will be performed on or at facilities owned, leased, or managed by UC San Diego. Work applicable to this contract consists of: Elevator modernization, renovation, and repairs. ADA compliant upgrades. Installation of safety features and systems. Code compliant upgrades. Work may involve collaborating with other contractors where elevators are affected The following "specialized work" is excluded from this JOC contract: Projects primarily mechanical, electrical, or civil in scope OSHPD work Work managed by Capital Program Management Work managed by Campus Housing Dining & Hospitality Work managed by Facilities Engineering Ordering is accomplished by means of issuance of a Job Order against the Contract. Contractor may be required to perform several Job Orders concurrently. The number, dollar value, and sequence of Job Order issuance is solely at the discretion of the University. The Contractor, under the JOC contract, furnishes all management, labor, materials and equipment needed to perform the work. Upon award of contract, successful Bidder shall be provided with the JOC administrator provided software and training per the terms of the JOC System License Agreement. The JOC will have a Base Term of ONE (1) year with University holding an option to renew for TWO (2) additional 1-year periods ("Option Terms"). Individual Job Order Authorizations will not exceed $1,000,000. The total combined cost for all Job Orders issued will not exceed $5,000,000 during the 1-year Base Term, and $5,000,000 during each 1-year Option Term, if exercised by the University. The minimum aggregate value of work to be purchased under this Contract will be $25,000. No maximum Contract amount is guaranteed. The Contractor must be able to perform a wide variety of projects over the duration of the JOC contract. The University may require work be conducted within specified work-windows without interruptions to normal campus operation. Initially the Contractor will be required to provide payment and performance bonds in the amount of $2,500,000 at time of contract award. Contractor will subsequently supplement said bonds up to the maximum contract value. The Contractor shall have demonstrated an average annual business revenue of at least $5,000,000 over the last five (5) consecutive years. The Contractor must have demonstrated experience on their best three (3) comparable projects with the Contractor providing services as Elevator Contractor within the last ten (10) years. Comparable projects are defined as Elevator (both passenger and freight/service) modernization and repair projects in the following building types: Commercial or institutional research laboratory; office building combined with commercial or institutional research laboratory; renovation taking place in an occupied facility sensitive to noise and disruptions; and other facilities that contain a high degree of technical/aesthetic complexity. Such projects should include these specific components such as; upgrading existing outdated elevator equipment; incorporating ADA compliance to adhere to California's ADA requirements; upgrading to existing elevators to comply with current codes; and value engineering collaboration with project designer and owner. Such projects should have possessed the following construction challenges; urban site work with limited construction and staging areas; elevator modernization and repair work requiring proactive and innovative solutions due to noise, dust, and pedestrian traffic while building is occupied, and research is ongoing; elevator renovation and repair work requiring proactive and innovative solutions due to unknown and/or unforeseen conditions; project complexity requiring phasing and critical path construction scheduling to complete on time; project involving coordination with multiple subcontractor trades; timely procurement of equipment; strict safety measures while conducting work; urgent work requiring prompt response time to estimate and work off-hour shifts; working around noise sensitive occupants; and conducting work in high profile research/educational facility. Response to the Prequalification Questionnaire must be submitted on the forms contained within the Prequalification Questionnaire available at the email addresses above. All information requested in these forms must be provided in order to be considered "responsive" to the requirements of the prequalification. Attendance at the Prequalification Conference is mandatory for Contractors attempting to become prequalified to bid on this specific project. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. In addition, the University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services covered under the awarded agreement, subject to any and all applicable obligations under state and federal law, and University policies. The awarded contractor shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. Potential bidders will be required to submit their small business outreach plan to the University as part of the prequalification process. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall comply with all applicable federal, state and local working condition requirements.
