Teton County, WY (Owner) is seeking a Contractor to conduct quarterly and semi-annual sampling of groundwater, methane, and stormwater at the Teton County Horsethief Canyon Landfill . Teton County Integrated Solid Waste and Recycling ("the County") is required to perform water quality and methane emissions monitoring and reporting at the Horsethief Canyon Sanitary Landfill (Landfill) under Chapter 2, Section 9, of the Wyoming Solid Waste Rules and Regulations, promulgated by the Wyoming Department of Environmental Quality/Solid and Hazardous Waste Division (WDEQ/SHWD) and to meet the requirements for evaluating the effectiveness of remedies in place to reduce the environmental impacts to groundwater. Under the landfill Environmental Monitoring Plan (Exhibit A), the County is required to perform the following: 1. Task 1A: Semi-Annual Groundwater Sampling on Wells GW-3, GW-4, GW-6, and GW-7 (April and October). 2. Task 1B: Semi-Annual Comparative Statistical Analysis and Reporting for Wells GW-3, GW-4, GW-6, and GW-7 within 30 days of sampling. 3. Task 3: Quarterly Landfill Gas Monitoring and Reporting on Wells GP-1, GP-2, GP-3, and GP-4. In addition, the County is required to perform stormwater sampling at the Teton County Transfer Station in compliance with the provisions of Chapter 2 of the Wyoming Water Quality Rules and Regulations, the Wyoming Environmental Quality Act, and the Federal Water Pollution Control Act. The facility is required to conduct twice a year benchmark sampling for the constituents listed in the Authorization to Discharge Storm Water Associated Industrial Activities Under the Wyoming Pollutant Discharge Elimination System permit (Exhibit B). Changes Teton County reserves the right to cancel this RFP, modify this RFP as needed, or reject any or all proposals received. B. Proposal content and price quotations must remain firm and irrevocable for 90 days following the submission date. C. Contract Term The Contract shall be in place for a period of two years, with the option to renew for an additional two years if agreeable to both parties. D. Bidders' Cost The cost of developing a proposal is each bidder's responsibility and cannot be charged to Teton County. E. Verbal Any verbal communication from County employees concerning this RFP is not binding and shall not alter a specification, term, or condition of this RFP. The project will begin on or around January 1, 2025.
