The Jackson-Teton County Integrated Transportation Plan and Comprehensive Plan call for a significant mode shift to non-motorized modes of transportation, including that future transportation demand should be met with non-single-occupancy-vehicle (non-SOV) options. Jackson and Teton County have robust pathway and transit services to support this goal. However, we lack some performance measurement frameworks and policies that could further support non-SOV options. To support the mode shift goal of our guiding plans, staff are seeking vendor qualifications to provide consulting and deliverables related to: (1) establishing a regular traffic count program with temporary and/or permanent counters, limited to 15-20 locations within the county, (2) revising draft Traffic Impact Study guidelines into appropriate Land Development Regulation language to support formal adoption of those guidelines, and (3) defining a transportation nexus program (equations, guidelines, etc.) to calculate development impacts and determine appropriate fees or programs to mitigate transportation impacts. Staff have presented initial Traffic Impact Study guidelines and Travel Demand Management guidelines to the Board of County Commissioners and received direction to modify and implement those guidelines in the County Land Development Regulations (see relevant staff report containing the existing draft guidelines: https://tetoncountywy.gov/DocumentCenter/View/29669/0603-Traffic-Impact-Studies-and Travel-Demand-Management-Guidelines). Furthermore, the three objectives above were prioritized and informed by recent work in West Jackson. A staff report from a July 15, 2024 BCC Workshop, linked below, provides additional background information regarding the importance of and relationship between the three scope activities listed Section II: Administrative Information A. Changes : Teton County reserves the right to cancel this proposal, modify this proposal as needed, or reject any or all proposals received. B. Proposal content and price quotations must remain firm and irrevocable for 90 days following the submission date. C. Proposal Cost: The cost of developing a proposal is each respondent's responsibility and cannot be charged to Teton County. D. Verbal: Any verbal communication from County employees concerning this proposal is not binding and shall not alter a specification, term, or condition of this RFP. E. Withdrawal or Cancellation: The County reserves the right to cancel any contract awarded by providing 30 days' notice to the successful respondent. A firm may by letter to the County, withdraw or modify a submitted proposal prior to the due date. F. Qualifications: Responding firms must present their qualifications, relevant experience, financial capacity, and staff capabilities. G. Teton County Property: All proposals and related material submitted in response to this RFP shall become the property of the County and are a public record. H. Subcontractors: All proposed subcontractors must be identified, and the work proposed to be performed by the subcontractors must be listed. I. Negotiations: After the successful respondent is selected, the County will negotiate a final scope of service and contract. The County will negotiate with the selected firm the time frame for delivery of projects and services and the terms and schedule for payment. J. Liquidated Damages: The final contract will include a liquidated damages clause which will impose financial penalties on the contractor in the event of late project delivery. K. Contract Award: The contract will be awarded per Section IV below.
