Bid preparation and submittal will be in accordance withForm HUD-5369 Instructions to Bidders for Contracts Publican Indian Housing Programsbound in the Project Manual. Bid Bond Security/Guaranteein the amount of 5% of total bidwill be required in Contracts exceeding $25,000. 100% Performance and Payment Bond willbe required. Licensing and other certification of qualificationswill be required as specified inthe contract documents. Where applicable, the foregoing certificate number must be indicated on the exterior of the sealed bid envelope before it will be opened. This project is subject to HUD Section 3 regulations, which require the contractor to makemaximum efforts to provideemployment and contracting opportunities to low- and verylow-income persons and businesses. Preference will reshown to Section 3 qualified bidders Attention is called to the fact that not less than the minimum wages as set forth in the contract documents will be paid onthe project, and the contractor, must ensure that employeesand applicants for employmentare not discriminated against because of their race, color, religion, sex, or national origin. The bidder is advised that the proposed project is financed with funds from the Department f Housing and Urban Development (HUD) and that contract conditions are determined byprovisions associated therewith. All bids submitted must comply with Section 31-3-21 of the Mississippi Code of 1972. Bids may be withheld by theOwner for a period not to exceed forty-five (45) days fromthe date of the opening of thebids for the purpose of bid review and investigation of thebidder's qualifications, prior toaward of the contract.
