The Waukesha County Department of Public Works ("the Sponsor") is interested in obtaining the services of an engineering/design consulting firm ("the Consultant") for the preliminary scoping study. The process will result in the identification of a Preferred Corridor Alternative Plan (PCAP) and include concept design, coordination, development of exhibits, reports and public involvement. The preliminary scoping study is for Capital Project #202514, CTH K (CTH JK to CTH Y) in the Villages of Lisbon, Sussex and Menomonee Falls ("the Project"). A Request for Proposal (RFP) from the engineering/design firm will be reviewed in order to evaluate, rank and select a firm for the services for the Project. The 5-mile project involves a preliminary scoping study to evaluate reconstruction alternatives including reconstruction with capacity expansion, reconstruction without capacity expansion and a (combination) hybrid alternative for CTH K between CTH JK (Lynndale Road) and CTH Y (Lannon Road). The preliminary scoping study will help determine construction staging and scheduling options, construction and land acquisition costs and identify project delivery risks. The preliminary scoping study will also reevaluate whether a grade separation over the Canadian National Railroad (CNRR) is feasible and cost effective and will build upon the previous grade separation alternative that was recommended in a study that was completed in 2007. The preliminary scoping study will include public involvement and coordination with the communities, businesses, emergency responders, CNRR, WisDOT, WisDNR and other agencies. At the conclusion of the preliminary scoping study, the Sponsor will have determined a Preferred Corridor Alternative Plan including schedule, and cost estimates. The scope of services for the project shall include but not be limited to the following: Crash Analysis Traffic operations analysis Environmental scanning and documentation Traffic report Planning level purpose and need documentation Planning level railroad grade separation evaluation Design Alternatives development Planning level design layout Cost estimating Risk assessments Cost benefit analysis Contract Executed By Thursday, January 23rd, 2025 Intent to Bid Due Date: Dec 10th 2024, 2:00 PM CST Term: The contract term will begin upon contract execution (January 2025) through completion of services (March 2026). The Purchasing Division reserves the right to accept or reject any or all proposals received as a result of this request, request additional information, waive minor irregularities in the procedure, negotiate with any qualified source, or to cancel this RFP in part or in its entirety.
