Allow Electronic Quote: No Informal Bid Flag: No This project is to design of a southern access roadway for terminal traffic entering and exiting the Bayport Container Terminal complex. The scope of services will include roadway design, grading, drainage, land survey, geotechnical investigation, and pavement design. The Port of Houston Authority will not be responsible for the late or incomplete responses due to mistakes or delays of the respondent. Each respondent is urged to comply fully with this instruction so that proper identification of submittals will be assured. The Port Authority reserves the right to reject any or all proposals. In case of ambiguity or lack of clearness in any proposal, the Port Authority reserves the right to consider the most advantageous construction of, or to reject, the proposal. SCOPE OF SERVICES The respondent is expected to provide the following services: 1. Plan and develop requirements for constructing the roadway. Permitting requirements should be included as required. 2. Review and incorporate operational requirements for port operations and stakeholders and any existing reports as well as topographical, drainage, and utility systems information provide alternatives and a recommended solution for final design. 3. Design all required components for a functional roadway including, but not limited to, grading, paving, drainage, utilities, illumination, temporary traffic control, signage, striping, signalization, and SW3P. Coordinate extensively with area stakeholders and local municipalities. 4. Perform site investigations and geotechnical evaluations as required to design all elements in the project scope. 5. Provide an accurate layout of the existing conditions and proposed project, including, but not limited to, dimension control, for use by others, including the Port Authority. 6. Provide all final design engineering services, including all interim deliverables as per the proposed design schedule, required to develop and seal for construction the recommended solution. 7. Prepare interim and final construction cost estimates. 8. Develop a detailed project schedule, including key milestones for permitting, design phases, stakeholder reviews, and construction. Provide periodic progress updates to ensure alignment with the project timeline. 9. Construction documents, including assistance in preparing competitive sealed proposals (CSP), competitive sealed bids (CSB), or any other solicitation packages for any Port Houston construction projects. 10.Proposal and construction phase services in support of pre-proposal, preconstruction, and other meetings; review of submittals and shop drawings; responses to Requests for Information (RFI); assistance with change orders; and documentation of as-built archives.
