Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. The main envelope "Envelope No. 1" will be opened first and the Bid Bond, Power of Attorney, and other pertinent and required documents as listed on the Bid Opening Checklist will be checked to ensure that all documents are in order. If the documents are found to be in order, the "Envelope No. 2" containing the Bid Proposal will then be opened and publicly read aloud. If the documents are not in order, the envelope containing the Bid Proposal will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not modify or withdraw his/her Bid for a period of ninety (90) days after the date set for the opening of bids.
