Saving Project...

Renovation of an educational facility in Agoura Hills, California. Completed plans call for the renovation of a educational facility.

This Project is being let in accordance with the informal bid requirements of the California Uniform Public Construction Cost Accounting Act ("CUPCCAA") set forth in Public Contract Code section 22000 et seq. (specifically, the formal bidding procedures in Section 22032(c)). Contractor's License Classification Required: B. Each bidder and all subcontractors shall be a licensed contractor pursuant to the California Business and Professions Code, and be licensed to perform the work called for in the contract documents. Prequalification pursuant to Public Contract Code Section 20111.6 is required, each contractor having a class B license, or a license in any of the classes of mechanical, electrical and plumbing ("MEP") license categories as are described below, must be prequalified in order to bid on the Project. In addition, subcontractors having a license in any of those MEP license categories must be prequalified in order to be listed in any bid for the Project. In accordance with Section 20111.6: (i) the District will consider a bid from a contractor subject to the prequalification requirements only if the contractor has been prequalified by the District; and (ii) the District will consider a bid that lists any MEP subcontractor subject to the prequalification requirements only if all such MEP subcontractors listed in the bid have been prequalified by the District. The prequalification requirement applies to each MEP contractor with any of the following licenses: C-4 (boiler, hot water, and steam fitting); C-7 (low-voltage systems); C-10 (electrical); C-16 (fire protection); C-20 (HVAC); C-34 (pipeline); C-36 (plumbing); C-38 (refrigeration); C-42 (sanitation systems); C-43 (sheet metal); or C-46 (solar). Each contractor that desires to bid on the Project should ensure that its potential MEP subcontractors have been prequalified by the District. Any contractor bidding on the project who fails to attend the entire job walk and conference will be deemed a non-responsive bidder and will have its bids returned unopened. Contractors must attend at least one of the two mandatory walks or will be deemed non-responsive. Each bid must strictly conform with and be responsive to the contract documents as defined in the General Conditions. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. Each bidder shall submit with the bid, on the form furnished with the contract documents, a list of the designated subcontractors on this project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code Sections 4100 et seq. In accordance with California Public Contract Code Section 22300, the District will permit the substitution of securities for any moneys withheld by the District to ensure performance under the contract. At the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the District, or with a state or federally chartered bank as the escrow agent, who shall then pay such moneys to the Contractor. Each bidder's bid must be accompanied by one of the following forms of bidder's security in an amount not less than ten percent (10%) of the total bid price: (1) cash; (2) a cashier's check made payable to the District; (3) a certified check made payable to the District; or (4) a bidder's bond executed by a California admitted surety as defined in Code of Civil Procedure Section 995.120, made payable to the District in the form set forth in the contract documents. Pursuant to California Labor Code Sections 1720 et seq., it shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract, including holiday and overtime work as well as employer payments for health and welfare, pension, vacation, and similar purposes. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in the Labor Code, unless currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. Prequalification documents can be found at the QUALITY BIDDERS/COLBY WEBSITE online . Prequalification documents and processing must be submitted 10 DAYS PRIOR TO BID DATE. No bidder may withdraw any bid for a period of ninety (90) calendar days after the date set for the opening of bids. Separate payment and performance bonds, each in an amount equal to 100% of the total contract amount, are required, and shall be provided to the District prior to execution of the contract and shall be in the form set forth in the contract documents. All bonds (bid, performance and payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120. Any additive or deductive alternates to the base bid used to determine the lowest bid will be considered using the method specified in the Notice Inviting Bids set forth in the contract documents and in accordance with Public Contract Code section 20103.8. Each bidder must strive to meet goals and requirements relating to participation by Disabled Veteran Business Enterprises ("D.B.V.E."), of three percent (3%) participation, established by the District, or make a good faith effort in respect thereto and provide the District with a report as to the actual participation at the conclusion of the Project. Any request for substitutions pursuant to Public Contracts Code Section 3400 must be made on the form set forth in the contract documents and included with the bid.
